Duties Plans, organizes, resources, and directs the execution of a wide range of complex inspection activities for the wing Commander's Inspection Program (CCIP). Activities include planning and directing inspections that incorporate Department of Defense (DoD), Department of the Air Force (DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Responsible for organizing and analyzing data from inspections and exercises across the DoD with the goal of identifying and communicating trends. Oversees and manages the WIT conducting inspection and exercise activities. Serves as a qualified complaint resolution representative providing advisory services to individuals, other staff offices, managers, supervisors, and employees concerning the IG program and processes. This is NOT an all-inclusive list of duties. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT & NOTES: This position requires a secret security clearance; the incumbent of this position must obtain and maintain a secret Clearance. Work may require access to higher classified information. Must be able to obtain and maintain the appropriate security clearance. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Employee will be required to wear and use personal protective equipment as required and provided by the employer. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.9. IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment; must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. May be subject to furlough actions. Qualifications GENERAL EXPERIENCE : For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. SPECIALIZED EXPERIENCE : Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. Candidate must have experience with planning, organizing, resourcing, and directing the execution of a wide range of complex inspection activities for leadership or wing Commander's Inspection Program (CCIP). Experience overseeing compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G-MAJCOM. Candidate must be able to develop and communicate a continuously evaluated Risk Based Sampling Strategy (RBSS). Experience developing and incorporating inspection strategies that are utilized throughout the wing, incorporating multiple systems, including but not limited to, Management Internal Control Toolkit (MICT), Inspector General Enterprise Management System-Classified (IGEMS-C), IGEMS, and readiness reporting tools. Candidate must be able to construct exercise scenarios that challenge different workplaces to test their capability to complete their mission essential tasks (METs) in different stages of degradation. Experience with designing CIMB that is a presentation of wing/unit CCIP and unit self-assessment programs (USAP) focused on proactive mitigation of deficiencies or risks preferred but not required. Candidate has experience overseeing and managing inspection team, such as WIT (Wing Inspection Team), to include conducting inspection and exercise activities. Experience with qualified complaint resolution representative providing advisory services to individuals, other staff offices, managers, supervisors, and employees concerning the IG program and processes.
