Job description

Duties Provides advice and assistance to technicians, supervisors, and managers on identifying training needs, training opportunities, and sources of needed training. Provides guidance to supervisors in planning job-related career development activities for technicians. Conducts surveys of training needs, analyzes the information obtained, and submits recommendations. Assist in updating the state training plan. Monitors on-the-job training of employees by reviewing training reports submitted by supervisors and trainees. Provides advice on technician training issues related to program requirements to successfully accomplish the state National Guard mission. This is NOT an all-inclusive list of duties. Indefinite positions are not permanent and have no guarantee to continued employment. Indefinite employees may be subject to separation from employment at any time with a 30 day written notification. If the position becomes permanent, employee may be converted to a permanent appointment without further competition at management's discretion. Not to Exceed 23 Months Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT & NOTES: The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position may terminate Tricare eligibility Males born after 31 December 1959 must be registered for Selective Service. Qualifications GENERAL EXPERIENCE : For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. SPECIALIZED EXPERIENCE : To qualify for the GS-0201-09 levle, you must have at least one year equivalent to at least the next lower grade level researching, interpreting, and applying guidance, policy, and regulations regarding a variety of HR issues. Ability to present information and advise to supervisors and leadership on statistical data. Experience operating independently with little to no guidance. Candidate has experience leading and directing special projects and/or collecting and analyzing data and/or policies, requesting reports and following up in areas to ensure items are being completed effectively. Candidate is knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. Experience applying education and training policy requirements to include discussing retraining procedures. Education A high school diploma or general education development (GED) diploma is required . An undergraduate degree from an accredited college/university is desired . A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum . You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
