Job description
Duties Develops and implements Army policy and programs governing the implementation and management of Knowledge Management (KM) initiatives. Advises on opportunities presented by emerging technologies for improvement. Identifies and establishes roles and responsibilities for supporting a knowledge management environment. Develops a migration plan for content to support and promote knowledge management. Ensures that the KM tools employed have the ability to attain effectiveness. Defines and establishes KM tasks in support of the published policy. This is NOT an all-inclusive list of duties. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT & NOTES: Certification as a knowledge manager through accredited programs is desired. Individual must possess a secret clearance and may be required to obtain a top secret clearance with eligibility to access sensitive compartmented information (TS-SCI). The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements is IAT level I per DoD Instruction 8570.01-m. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position may terminate Tricare eligibility Males born after 31 December 1959 must be registered for Selective Service Qualifications GENERAL EXPERIENCE : For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. SPECIALIZED EXPERIENCE : You must have at least 1 year experience at the next lower level. Candidate must have experience developing and implementing various policy and programs governing the implementation and management of Knowledge Management (KM). Experience with record management and PDF management. Candidate must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience recommending appropriate technologies to support current policies and practices. Candidate has experience with developing a migration plan for content to support and promote knowledge management. Candidate has experience with efficient and effective knowledge sharing between NGB, ARNG, DA, DoD, interagency partners, and other federal and state systems. Able to provides technological solutions to all levels of the organization. Candidate is able to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. Preferred applicants have experience with Microsoft Teams, Word, Excel, Access and/or the entire Office 365 suite and associated apps.
