Overview Summary The C1GS Proposal Manager will assist in the capture of federal government contracts by gathering and formatting information, writing and editing proposals, and obtaining appropriate approvals. The right candidate will be creative, detail-oriented, organized and capable of managing multiple concurrent major and minor responses. This position requires strong analytical abilities, decision making skills, sound business judgment, and excellent communication, negotiating and planning skills. The Proposal Manager will establish and develop close working relationships with our executive team as well as our contracts team, HR, sales director, program managers, and technical experts. This individual must be a team player with excellent written and verbal communication skills. Responsibilities Essential Functions Works with internal resources from each team to understand proposal requirements and develop strategy for the proposal response Meets all proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals Works effectively with internal subject matter experts to develop consistent, compelling responses to satisfy proposal requirements Coordinates final production and delivery of completed proposal response Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases Leads and supports the color team reviews to produce quality and actionable feedback Maintains compliance with ISO 9001:2015 processes and procedures Implements processes to manage written content and art submissions Ensures proposal structure complies with solicitation requirements Develops, scores, and maintains RFP/RFQ compliance matrix Applies Lessons Learned to increase future win rate Monitors all communications; manages incoming communications/responses and updates requirements accordingly Manages resources, coordinates action items from internal reviews, and interacts with proposal teams to complete proposal deliverables Reviews proposal sections for consistency and clarity, compliance with RFP/RFI/RFQ requirements, and alignment with proposed solutions and themes. Provides formatting, proofing, and editing of documents throughout the response cycle. Manages and performs production activities. Qualifications Required Qualifications 10+ years of experience in federal government proposal development and management Excellent written and verbal communication skills Experienced with leading color team reviews Excellent research skills and the ability to write persuasively and articulately Advanced proficiency in Microsoft Office Suite: Word, Project, PowerPoint, Excel Must be able to thrive in a high pressure, fast paced work environment with strict deadlines Strong knowledge of the Federal Government procurement process, experience with managing full life cycle proposal efforts for Federal Civilian, DoD, and Intelligence Community customers and experience in managing and coordinating the work of multi-disciplinary teams. Exceptional time management skills and, critically, the willingness and ability to deliver high quality work under aggressive deadlines. Proven dynamic interpersonal skills to interact with all levels of management and technical support staff. Bachelor's degree required Desired Qualifications Master's degree Proven proposal writing success by RFP award, ideally in the telecommunications and/or IT field APMP or Shipley Certification/Training Clearance: Must be able to successfully pass a full background investigation; must be able to obtain and maintain a government clearance.
