Job description
Duties The purpose of this position is to serve as a Plans and Operations Specialist, develop plans and procedures, and coordinate preparations for state active duty and the operational employment of National Guard (NG) personnel and military resources. (1) Serves as the State NG focal point for Crisis Action Planning and the Officer in Charge of the Joint Operations Center (JOC) that remains operational 24 hours/7 days a week. (2) Responsible to establish and validate procedures, practices and tasks that provide command staffs located in the JOC, designated geographically separated Quick Reaction Force Platforms and the ANG Survival Recovery Center effective situational awareness and continuous command and control over tasked organizations and members. (3) Responsible for command-and-control crisis action training and certification program. (4) Participates as an Operations Officer in the Joint Operations Center (JOC). (5) Responsible for the administrative over-site of the command-and-control network to include defining required system capabilities, e.g. communications and collaborating with J6 administrators to identify specific equipment to meet mission needs; budgeting for and the purchase of crisis action infrastructure; and identifying and securing resourcing for full-time staffing for effective24/7 continuous operations, as well as system readiness needs. This is NOT an all-inclusive list of duties. Requirements Conditions of Employment KEY REQUIREMENTS: Primary consideration will be given to current WY ANG military members. If required, additional areas of consideration certificates may be released to hiring managers. If selectee is not a WY ANG member, must become a member of the Wyoming Air Nat'l Guard before appt. Must submit vMPF Rip with application. Must possess or be able to obtain/maintain a T3/SECRET security clearance. May be required to successfully complete a probationary period. Federal employment suitability as determined by a background investigation. Indefinite position may convert to Perm if funding/position is available. EMPLOYMENT CONDITIONS: Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these military incentives. Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS). Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval. PCS is not authorized in lieu of incentives. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician. Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f). MINIMUM REQUIREMENTS: Must possess experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must possess experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: College transcripts must be submitted only when substituting education for experience. Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience. You must provide transcripts or other documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
