Job description

Duties This position is in the Wyoming Air National Guard's (WY ANG) 153d Airlift Wing (153 AW) and its purpose is to serve as the 153 AW Sexual Assault Prevention and Response Coordinator for the military, civilians, and dependents. Provides 24/7 in-person and telephonic response to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the Adjutant General who sets overall objectives and provides resources available. It falls under the supervision of the Wyoming National Guard's Sexual Assault Prevention and Response Officer (WYNG SAPRO). Requirements Conditions of Employment CONDITIONS of EMPLOYMENT and NOTES: U.S. Citizenship Required. Must obtain and maintain a SECRET security clearance. This position is subject to provisions of the DoD Priority Placement Program. Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). May be required to successfully complete a trial period. Federal employment suitability as determined by a background investigation. GS-0101-12 positions are within the professional series IAW 5 USC 3319, and compensably disabled preference eligible veterans (CPS/CP) are not automatically placed at the top of the Certificate of Eligibles (5 USC 3313). Eligibles will be listed in score order, including veterans' preference points. Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and approval. PCS is not authorized in lieu of incentives. - Required to carry an electronic device (cellular phone) to facilitate immediate access for response to reported sexual assaults and be on an on-call roster to facilitate 24/7 capabilities when employees are off duty, on official leave, or TDY. - May occasionally be required to work other than normal duty hours; overtime hours may be required. - May be required to travel in military and/or commercial vehicles to perform temporary duty assignments. - Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG. - Background checks against all records as required by law, OPM, DOD, Army, NGB policy and regulation will be conducted, prior to entering on duty in the position and, IAW governing regulations, on a recurring basis while employed in the position. - Required to obtain within 60 days of appointment to a Position of Trust and Moderate Risk; the employee must have a favorable completion and award of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional. - Within 90 days of appointment as a NG SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course. - Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program certification (D-SAACP) and maintain certification through annual continuing education training requirements. Qualifications AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued as follows: Area 1: Permanent and indefinite Wyoming Air National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within the 153 AW Staff. Area 2: Permanent and indefinite WYNG Title 5 and T32 DST employees with the Wyoming Air/Army National Guard. Area 3: Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: Currently serving and former Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the National Guard. This provision is intended to boost the candidate pool to reach more qualified candidates and places DSG/M-Day personnel on par with currently serving civilian personnel. Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. Area 7: U.S. Citizens Note: This is a Professional or Scientific position (Grade 12) and is within the professional series IAW 5 USC 3319. Situational telework may be considered on a case-by-case basis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Resume must clearly describe relevant experience; if qualifying based on education, transcripts will be required as part of application. This is a Position of Significant Trust and Authority (POSTA), and selected personnel must complete an FBI fingerprint check and Defense Central Index of Investigations check (or equivalent military records, or State Criminal History Repository (SCHR) records check. Personnel may not have a disqualifying condition as listed in DoDI 6495.03, "Defense Sexual Assault Advocate Certification Program (D-SAACP)" prior to submitting DD Form 2950, "D-SAACP Application for New Applicants" or DD Form 2950-1, "D-SAACP Application Packet for Renewal Applicants". SAPR PERSONNEL RESTRICTIONS: Per CNGBI 1300.01, " National Guard Sexual Assault Prevention and Response Program ", NG members currently serving in the following positions are prohibited from serving as SARCs, Victim Advocates Coordinators, or SAPR Victim Advocates due to professional conflicts of interest. Exceptions will be considered case-by-case. • Chaplains and chaplain assistants. • Law enforcement and investigative personnel, • Judge advocates and paralegals, • Commanders and senior enlisted leaders, including first sergeants, command sergeant major, and command chief master sergeants. • Medical and mental healthcare providers, including emergency medical technicians who provide direct patient care. • Equal opportunity advisors and representatives and equal employment managers. • The Inspector General and supporting staff. Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. BASIC REQUIREMENTS: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines that included at least 24 semester hours of course work in the behavioral or social sciences. (Include legible copies of transcripts showing awarded degree with application.) OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. EXPERIENCE: To qualify based on experience, must possess at least 1 year equivalent to at least the next lower grade (GS-11) with the particular knowledge, skills, and abilities to successfully perform the duties of the position in the public or private sector advising and providing counsel to employees regarding policies, procedures, and directives of management; serving as a Sexual Assault Prevention and Response Coordinator (SAPRC) to comply with Department of Defense (DoD) and/or National Guard Bureau (NGB) requirements to develop, manage, and assess climate and culture, prevention and response programs and activities for sexual assault and other areas of interpersonal violence and victim needs across the state, as directed by The Adjutant General (TAG); experience providing services as a Wing-level (or equivalent) Sexual Assault Response Coordinator (SARCs); experience reviewing expenditure plans, programs, guidelines, and validating budget utilization to address Sexual Assault Prevention and Response programs.
