Job description

Duties This position is located in the Military Personnel Office (MILPO) of the Wyoming Army National Guard (WY ARNG) in the Plans and Actions Branch. The purpose of this position is to manage one or more of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, Boards Branch, Personnel Services Section, and Retirement Services. (1) Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that integrate organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. (2) Directs and implements military personnel programs of assignment in order to ensure highest levels of unit and personnel readiness to accomplish statewide military personnel programs. (3) Formulates human resources and administrative procedures and policies based on the interpretation of regulations and directives from US law, the Department of Defense (DoD), the Department of Army (DA), and the National Guard Bureau (NGB). (4) Coordinates, convenes and/or participates in various boards which may include the following: promotions, DA Boards, awards, selective/qualitative retention boards, MOS Medical Review Board (MMRB), Incapacitation Review Boards, Medical and/or Physical evaluations, etc. This is NOT an all-inclusive list of duties. Must become a member of the Wyoming Army Nat'l Guard before appt. Must possess or be able to obtain/maintain a T3/SECRET security clearance. May be required to successfully complete a trial/probationary period. Federal employment suitability as determined by a background investigation. Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval. PCS is not authorized in lieu of incentives. EMPLOYMENT CONDITIONS: Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the JFHQ-ARNG. Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard. Area 4: All current Drill Status Airmen and M-day soldiers of the Wyoming National Guard. Area 6: Current military members of the United States military branches or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. MILITARY GRADE In-State Applicants: Min: E5, WO1, O1 Max: E8, CW3, O4 Out-of-State Applicants: Min: E5, WO1, O1 Max: E7, CW3, O4 This is not a commissioning opportunity. Out-of-State enlisted applicant's military grade cannot exceed the maximum military grade authorized. GENERAL EXPERIENCE: Must possess experience gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experiences as a GS-09, GS-10, or the equivalent in regard to human resources programs, such as federal civilian, military, or National Guard personnel programs. Have working knowledge of the Army National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and commercial services to include strategic sourcing. Competent writing, designing, formatting, publishing, and presenting specific program assigned work to peers and immediate supervisors at workshops or special committee meetings. Experience conducting reenlistments, assignment and reassignment actions, human resources development programs, education, and training policy requirements, retraining procedures, or retirements. Have experiences in career counseling; completing or editing performance evaluations; and conducting educational and skill development personnel course programs. Competent in personnel plans, programs, and policies, and advising others on their implementation activities. Skilled in applying program directives, policies, and training manuals. NOTE: General and Specialized Experience will be used to determine qualifications for the announced position.
