Job description

Duties THIS IS A T5 EXCEPTED SERVICE, PERMANENT/INDEFINITE/TEMPORARY POSITION The primary purpose of the SUPERVISORY HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-11, is to supervise and manage one or more of the following human resource programs: Mobilization Readiness including Soldier Readiness Processing (SRP); Soldier Readiness Check (SRC)/Mobilization Deployment Readiness Exercise (MODRE); Mobilization Readiness to include liaising directly with the assigned Mobilization and Demobilization Station of a unit, the corresponding Training Support Battalion (TSB), respective Army Regional Command (1A), the respective Mobilization Brigade, and internal mobilization station tenant agencies. Oversees daily operations of record and personnel record management operations and supervises Federal and State compliance mandates for records management. Plans, operates and administers the operation of the military personnel automation systems. Provides advice, guidance, and direction to employees on a wide range of military human resources and administrative issues. Oversees Federal and State compliance, as well as all mailroom logistics and daily administrative operations in support of over 16k employees and logistics operations. Create and implement compliancy policy and guidelines in accordance with US law, regulations, and directives, as well as coordinate inspections for established compliancy programs. Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that integrate organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Formulates human resources and administrative procedures and policies based on the interpretation of regulations and directives from Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB). Drafts and implements State policy based on the aforementioned policies. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. Security Clearance: at a minimum a National Agency Check is required prior to position assignment. Qualifications SUPERVISORY HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-11: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience executing personnel programs and Human Resources Information Systems and advising supervisors and managers; Experience in personnel and manpower core competencies; Experience in applying program policies, directives, publications, and training manuals; and have at least 24 months experience with human resources programs related to federal civilian or military personnel programs.
