Job description
Duties You will respond to requests from the general public, news media, the U.S. Navy and the Department of Defense, public affairs offices, and other agencies inquiring about NAWCWD matters. You will routinely monitor command websites and social media to ensure sites are in accordance with regulations. You will represent the public affairs office in meetings with other command functional offices as required. You will draft for public affairs officer review, speeches, scripts, brochures, and similar publications. You will assist with planning and executing VIP/DV visits in line with protocol guidelines and requirements. You will provide leadership with guidance and information to aid them to accomplishing their public affairs objectives. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications DA-05: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band (DA-04) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Developing and executing communication plans and strategic communications products to align command messaging with strategic guidance and higher headquarters communication goals; 2) Developing, writing, editing, reviewing, and approving materials in multiple formats for release to internal and external audiences, including speeches, articles, presentations, etc.; 3) Responding to requests for information, independently researching responses and using the appropriate format, tone, and style based on needs and organization practices; 4) Planning and executing community engagement and VIP activities; and 5) Advising personnel and command leadership on communication issues impacting the command. DA-04: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Developing, writing, editing, reviewing, and approving materials in multiple formats for release to internal and external audiences; 2) Responding in oral and written form to requests for information, researching responses and using the appropriate format and style based on needs and organization practices; 3) Planning and executing community engagement and VIP activities; and 4) Managing web and social media content. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: DA-04: Successful completion of Ph.D. or equivalent doctoral degree OR Successful completion of 3 full years of progressively higher level graduate education leading to such a degree OR Possession of an LL.M., if related OR A combination of experience and graduate education as described above that equates to one year of experience A transcript must be submitted with your application if qualifying using education.
