Patient Safety Data Analyst (PSDA) R&K Enterprise Solutions, Inc. (R&K) is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) with core capabilities in Mission Support, Engineering and Logistics, Cybersecurity and Intelligence, Environmental and Emergency Management, Exercise and Training, and Defense Healthcare in support of our Defense, Intelligence, and Federal Civilian customers. R&K supports the Defense Health Agency (DHA) and the Chief of Air Force Patient Safety, who has responsibility within the Air Force Medical Service (AFMS) for managing the Air Force (AF) Patient Safety Program (PSP). The DHA PSP is dedicated to providing safe, effective, evidence-based healthcare to beneficiaries. It seeks to develop a healthcare organization where proactive risk identification, data-driven assessment, and reliable processes are the foundation for safe care. R&K supports the DHA PSP by providing expertise and assistance in accomplishing the PSP objectives within DHA, AF Major Commands (MAJCOM) and Military Treatment Facilities (MTF). R&K supports the DHA by providing highly qualified and experienced patient safety professionals at numerous MTFs and by providing training and training materials to foster a workplace-based safety cultural transformation, guided by our experts in patient safety. Title: Patient Safety Data Analyst (PSDA) Location: Travis AFB, CA 60 MDG Duration: Permanent/ Full-Time Clearance: Tier 1 (NACI) Investigative Clearance / Background Investigation Start Date: Anticipated Start Date 01 November 2024 Contingent on Award Salary: Full salary range is $78,500. to $93,500. per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability. Duties: The PSDA duties will include: 5.8.1 General: Contractors shall work with a vector under DHA PM 6025.13 Vol 2 related to PS data. Contractor personnel shall be responsible for PS Program support and data analysis functions at the MTF level. This includes supporting and making recommendations to the MTF on the administration, management, and daily operation of the program including adherence to established policies and procedures, as well as identification of risk reduction strategies from analysis of healthcare information. 5.8.2 Collaborate closely with the MTF PSAC. Provide consultation on MTF CSAs, PRAs, medication and non-medication event reporting, and other PS initiatives from a data analysis perspective, verifying the development and use of appropriate performance measures. To carry out these functions, the PSDAs shall have access to all necessary and relevant MTF PS Program data. Perform tasks related to administrative, clinical, educational, and research components of PS, including but not limited to the following: Patient Safety Alerts, NPSGs, Sentinel Event Alerts, and community health issues and requirements in DHA PM 6025.13 Vol 2 and DoD Instruction 6025.13. 5.8.3 Work in close collaboration with risk managers, quality managers, and other related functions on all aspects of the PS Program in performing PS data analysis. 5.8.4 Support the MTF PS in developing, coordinating, and executing PRA plans to identify, reduce, and prevent, wherever possible, risks to safe care. PS activities under this plan include, but are not limited to, preventable medical event and near miss reporting, analysis of near miss and lesser harm events, CSAs on higher severity events and others as indicated, PRAs, communication, and team training. 5.8.5 Provide support in identifying key performance measures directed at risk identification, reduction, prevention, and communicate these performance measures to MTF leadership. 5.8.6 Serve as a PS resource for both programmatic and data analysis functions and confers with MTF CQM and Senior leadership to provide support with developing program plans directed at risk identification, reduction, and prevention to decrease both the frequency and severity of preventable medical events and harm to patients. 5.8.7 Design, test, and develop data collection tools and databases to execute the MTF PS Program. Troubleshoot issues related to data sources and data quality. Work closely with MTF PS to provide additional support maintaining and administering databases and defining functional requirements. 5.8.8 Provide support to the MTF PS in designing and maintaining a mechanism to report near miss and actual events using appropriate data analysis tools such as graphs and charts. 5.8.9 Design, test, and produce standard quantitative and ad-hoc reports from current databases for MTF level. Aggregate data around key performance measures. Provide support in transforming data to information for decision-making. 5.8.10 Search existing healthcare information sources and research clinical findings for PS relevant issues. Develop and execute mechanisms to translate this data to information. Provide this information to leadership, committees, and individuals as appropriate. 5.8.11 Educate PS on and provide support in identification of safety improvement opportunities from data/information sources. From an analytic perspective, provide support and advise PS in reaching conclusions and making decisions. 5.8.12 Provide support to the dedicated CSA PS staff in the completion of the CSA process by participating in event reviews and collaborate with entering data in the CSA data base and identify trends. 5.8.13 Provide support to the dedicated CSA PS staff in analyzing completed CSAs for opportunities to improve the CSA process, lessons learned, causal and contributing factors. Provide support to the respective PS staff to develop and use tracking system for CSAs. 5.8.14 Maintain all necessary files/records as deemed appropriate by internal or external policies that ensures maximum protection from discoverability. 5.8.15 Collect, collate, analyze, and display data from CSAs, PRAs, and other sources, as designated by the PS. Disseminate to appropriate committees and individuals for patient safety improvement purposes. 5.8.16 Provide support in preparing and presenting briefings on the MTF PS Program trending and findings from the PSR reports and CSAs as appropriate. 5.8.17 Provide support in developing, coordinating, and presenting ongoing PS education in the form of new employee orientation, one-on-one consultations, in-service, and just-in-time training as needed. 5.9.1 Task 1: Works with the PS staff to meet responsibility, regarding PS data, as described in DHA PM 6025.13 Vol 2 and associated Implementation Guide. 5.9.2 Task 2: Works with the PS to collect and review data for the Annual Patient Safety Plan. Assess the adequacy of organizational wide PS activities/policies/procedures. 5.9.3 Task 3: Prepare PS data for functions to include, but not limited to: ECOMS, PI, FM, Safety, Pharmacy/Therapeutics and BE. 5.9.4 Task 4: Collaborate with Network to ensure all MTF events are reported, according to DHA PM 6025.13 Vol 2. Monitor the reporting process and prepare recommendations to PS and CQM personnel. 5.9.5 Task 5: Serve as an expert on the use of analytical tools, e.g., flowcharting, statistical process control related to PS. 5.9.6 Task 6: Produce PS monthly analyses of PSR data, noting any PS trends, and provide recommended actions as appropriate to ensure overall safety to patient. Requirements: The PSDA candidate shall meet the following qualifications: A bachelor's degree, preferably in a healthcare-related field, Business Administration (BA), Information Systems (IS), or equivalency in degree programs that include data analysis and statistical analysis. A minimum of two (2) years of experience at a healthcare facility. Experience in an inpatient or outpatient medical facility is required, military healthcare experience highly desired. Proficiency skills in Microsoft Suite of tools including Outlook, Word, Excel, and PowerPoint is required. Understanding of Microsoft Access, Visual Basic, and SQL is preferred. The ability to work independently, organize time, and manage multiple projects simultaneously. Possess the ability for "attention to detail" and the ability to effectively communicate PS concepts to leadership and DHA Patient Safety. Knowledge of The Joint Commissions (TJCs) accreditation standards, process, PS initiatives, and patient safety goals is preferred. Experience with performing CSAs, PRAs, and Performance Improvement (PIs) are highly desirable but able to be acquired after DHA start. Effective team and interpersonal skills. Must possess ability to work collaboratively with RM and QM; sits on the Executive team and fills in for the PSM as needed. Government PSM will work side by side with the PSAC rather than a supervisory role over the PSAC. The PSM and PSAC align with the SGH/CMO of the organization. Must have strong analytic skills related to identifying problems, investigating to find facts, and recommend logical solutions. These include data analytic abilities with advanced excel spreadsheets, PowerPoint, Microsoft Office, and possibly Tableau. Experience with data visualization and presentation to MTF Senior Leaders. Experience with Joint Patient Safety Reporting (JPSR) highly recommended.
