The CFIUS Analyst provides intelligence and cross department liaison to support US industrial and security policy. You will work with multiple US government agencies and departments while coordinating with international interests. Serco supports the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT . The program provides Acquisition expertise to senor Army leaders while coordinating with stakeholders, working with subject-matter experts, and managing equities across internal and external organizations to support Army acquisition priorities. Our team also supports tasks in strategic communications, graphics design, and administrative support. You will be part of a team that works closely with the customer and other contractors to deliver quality systems. Hank Presecan leads this team with over 25 years' experience in the national defense in program management and Marine Corps service. In this role, you will serve as the primary CFIUS liaison for Special Access Program issues for cases with US Army interests and support review, analysis, and coordination with Committee on Foreign Investment in the United States formal responses. In this role, you will: Work out of SAP's Pentagon SCIF a majority of the time, work with the ASA ( ALT ) CFIUS Team every Tuesday at the Taylor Building. Attend weekly CFIUS case review on Thursdays via Teams. R esearch all CFIUS cases with Army equities on JWICS as a key function and disseminate relevant reporting and findings. A ttend impromptu meetings at the MARK Center (Alexandria, Va.) with OSD on specific cases with Army equities. Evaluate input received from components, examine and investigate national security concerns and issues. Verify responses against the case filing to ensure correct information is provided in a component's input and does not conflict with the filing. Provide response to requests for information from OSD and other affected agencies. Mediate with the components to arrive at a consensus if responses conflict. Monitor, review and coordinate CFIUS or Mergers and Acquisitions transactions with Army SMEs to determine impacts on specific capabilities or programs. Participate in reviews of CFIUS regulations as required. Participate in DoD and Department of Commerce (DoC) Working Groups. Coordinate with stakeholders (HQDA G-2, G-34/G-8, PEO/PMs, AMC) Qualifications To be successful in this role, you will have: Must be able to maintain/transfer your Top-Secret/SCI government security clearance United States Citizenship required Masters or Bachelor's degree in one of the following areas; Science, Political Science, Public Policy, Finance, Economics, National Security, or related Business field Masters Degree and a minimum 8 years of relevant experience Or a Bachelors degree and a minimum of 10 years of relevant experience Excellent analytical skills with proven experience managing multiple cases, projects or files Experience in intelligence analyst role such as reading and consuming intel reporting, disseminating key findings to intelligence consumers, coordinating with SAP's network and other Intel elements Must have thorough understanding of how the U.S. industrial base (IB) and Department of Defense (DoD) are interdependent, including outside the Defense IB with a firm understanding of international economics Communication: Excellent oral and written technical writing skills with the ability to brief senior officials as required A flexible, self-starter with talent for organizational liaison duties Ability to travel up to 25% Additional desired experience and skills: Experience in intelligence or analytics DAWIA Level II Program Management One (1) year recent/relevant experience demonstrating a firm understanding of Defense Technology Security Agency policies and procedures Prior experience working in and/or managing any CFIUS functions (e.g., Case Management, Mitigations, Monitoring etc.) Demonstrated ability to mediated conflicting information and gain consensus across primary staff elements of HQDA If you are interested in on a high visibility and high level Army Headquarters staff with a commitment to national security, then submit your application now for immediate consideration.
