Job Title: Human Capital Assistant (Transactions Processing) - (Contingent Upon Award) Location: Washington DC
Job Type: Full-Time
Start Date: Contingent upon contract award Job Overview:
We are seeking Human Capital Assistants to provide essential support in the processing of personnel actions and records management. In this role, you will collaborate with the Talent Acquisitions team, Transactions Specialists, and Benefits Specialists to ensure smooth onboarding and offboarding processes. This is a great opportunity to work in a federal human capital environment, ensuring all HR processes are accurate, timely, and compliant with regulations. Essential Duties and Responsibilities: Provide administrative support for new employee orientation and offboarding processes.
Process personnel actions and maintain accurate employee records in USA Staffing and other HR systems.
Ensure correct documentation is submitted with personnel actions, identify discrepancies, and correct them within established timeframes.
Input and verify employment documents in USA Staffing, ensuring compliance with OPM guidelines.
Prepare and distribute employment-related correspondence, including offer letters, onboarding materials, and orientation resources.
Assist new hires with onboarding paperwork, including one-on-one counseling, security packages, and benefits enrollment.
Coordinate entry-on-duty (EOD) dates for new hires and follow up with candidates regarding offer letters and necessary documentation.
Respond to applicant and employee inquiries regarding recruitment processes, vacancies, and onboarding requirements.
Maintain electronic Official Personnel Folders (eOPFs) and ensure accuracy in all personnel documentation.
Collaborate with HR staff to resolve human capital-related issues, including pay discrepancies, performance issues, and system errors.
Provide front desk support for the Human Capital Office (HCO) as needed, greeting customers and answering inquiries.
Attend staff meetings and training sessions to stay updated on HR processes and policies. Qualifications: Job-Specific Knowledge/Skills/Abilities:
Strong knowledge of coding and processing personnel actions, including the ability to correctly code Standard Form personnel actions (SF-52, SF-50).
Experience with USA Staffing, including Selection Manager and Onboarding modules.
Proficiency in NFC EmpowHR, EPIC, and GRB systems.
Knowledge of recruitment, position management, classification, compensation, and performance management.
Advanced skills in using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) and Adobe Acrobat.
Familiarity with OPM's eOPF system.
Skills Required:
Excellent verbal and written communication skills.
Ability to work collaboratively as part of a team and support HR functions efficiently. Additional Information:

The Human Capital Assistant (Transactions Processing) will play a critical role in ensuring the accurate and timely processing of personnel actions, supporting both new hires and existing employees throughout the human capital lifecycle.
