Job Title: Human Capital Specialist (Recruiting and Staffing) - (Contingent Upon Award) Location: Washington DC
Job Type: Full-Time
Start Date: Contingent upon contract award Job Overview:
We are seeking highly skilled Human Capital Specialists with expertise in recruiting and staffing for a potential new project. In this role, you will consult with hiring managers, develop recruitment strategies, and ensure compliance with federal laws and policies to fill critical positions. This position offers an opportunity to work with a dynamic team, driving the recruitment and staffing efforts that will shape the future of federal human capital management. Essential Duties and Responsibilities: Consult with hiring managers to discuss recruitment actions, position requirements, job analysis, and assessment information.
Manage internal and external recruitment processes, utilizing strategies such as Delegated Examining, Merit Promotion, and special hiring authorities (VRA, 30% Disability, student programs).
Prepare vacancy announcements using USA Staffing/USAJobs, including job analysis, crediting plans, and best-qualified candidate identification.
Provide advisory services to managers for personnel management and recruitment solutions.
Evaluate and adjudicate Veteran's Preference, rate and rank applicants, and issue certificates through USA Staffing.
Develop Merit Placement Plans in compliance with federal laws and Agency Merit Promotion Plans.
Perform recruitment and placement actions for complex organizations, ensuring compliance with regulations.
Provide guidance to supervisors on ranking criteria and oversee the selection process.
Ensure documentation and records for recruitment actions are complete and compliant.
Attend relevant meetings and training sessions to stay updated on recruitment trends and policies. Qualifications: Education: Bachelor's degree with at least two (2) years of relevant full-time experience within the last five (5) years, or an equivalent combination of education and experience.
Certification: Current DEU certification required.
Skills and Experience:
Strong consulting and advisory skills for recruitment and staffing.
Comprehensive knowledge of federal HR staffing, DE policies, and the Fair Labor Standards Act.
Expertise in federal HR concepts, laws, and position classification standards.
Proficiency in using USA Staffing, USAJobs, eOPF, Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams), and other HR IT systems.
Experience with pay setting and knowledge of federal pay systems.
Skilled in developing recruitment strategies and utilizing various non-competitive appointment authorities.
Excellent communication, customer service, and relationship-building skills.
Detail-oriented with strong proofreading, editing, and quality assurance skills. Language and Reasoning Skills: Strong verbal and written communication skills.
Ability to analyze technical procedures, write reports, and present information to stakeholders.
Ability to apply common sense understanding to carry out instructions and resolve problems. Additional Information: This position is contingent upon award. If selected, you will play a key role in the recruitment and staffing processes for critical federal positions, ensuring the efficient and compliant operation of the hiring process.
