Job description

Duties DUTY 1: In a career broadening capacity develops and implements policies, programs, and procedures for assigned AF programs. Plans and organizes programs and activities of FS Human Capital personnel management responsibilities to ensure compliance with all requirements to meet organizational goals and objectives as well as mission demands. Determines strategic program objectives, requirements, and operation methods necessary for the integration, development, implementation and operation of the FS career program. Develops a comprehensive strategic analysis approach, aligning Air Staff senior leadership initiatives with over-arching AF initiatives. Responsible for total force civilian FS Human Capital recruitment, development and sustainment through the advanced application of Human Resource Life Cycle Management. Development of program plans require close coordination with other Subject Matter Experts in their field of expertise to ensure the plans can be carried through to fruition and full operating capability. Recommends program changes and provides well-organized reports to decision makers. DUTY 2: In a career broadening capacity provides management advisory/consultant services. Provides strategic thought and analysis, expert advice, timely updates and policy guidance. Leads working groups to review FS personnel management matters or establish business processes which impact Air Staff and MAJCOMs. Applies broad knowledge of senior executive management and leadership concepts in providing advice, guidance and assistance to functional managers assuring compliance with regulatory and statutory requirements in the administration of executive leadership management programs. Applies a wide range of qualitative and quantitative methods in assessing the effectiveness or improvement of the Air Force's operational executive leadership concept and/or executive performance management program. Conducts recurring reviews of AF policies to ensure currency and compliance with latest guidance. Ensures timelines and deadlines are met as established by AF or Office of the Secretary of Defense (OSD) policy, Office of Personnel Management (OPM) and Office of Management and Budget (OMB) regulations. Prepares materials for strategic human capital panels and boards. Develops, prepares and briefs board materials to general officers and senior executive board members. DUTY 3: Provides technical input for a variety of administrative packages such as formal memorandums, technical reports, staff studies, higher headquarters inquiries, and staff summary packages. Responds to all inquiries/requests for information from a multitude of sources, to include SAF, HQ USAF two-letter offices, and prepares congressional reports on status of issues which are coordinated through DoD for presentation to Congress. Coordinates and confers with high level SAF and HAF military officers, A-1 staff, and civilian senior executives. Prepares written briefings and delivers oral presentations such as briefings, training sessions, consultations, strategic planning sessions within as well as outside of Air Staff, Secretariat offices, Office of the Secretary of Defense, other Defense components, federal agencies, and professional human resources societies and organizations. Leads or participates in special studies and initiatives that form the basis of changes in strategic planning and advocates and explains the Air Force A1 position on assigned programs at conferences and working level meetings to gain necessary support and cooperation for proposed initiatives. Develops and prepares a variety of written material to include reports, position papers, electronic staff summary packages, briefings, charts, background papers and metrics. Facilitates meetings and working groups to meet milestones and records events. DUTY 4: Represents the Manpower, Personnel and Services, Directorate of Plans and Integration in interagency decision forums, steering groups, and executive committees. Leads collaborative and integrative efforts between FS Career Field Management Team (CFMT), A1X Strategic Planning, OSD, HAF, Reserve Components, MAJCOMs, and other A1 organizations for the purpose of developing and sustaining the FS career field. Analyze, develop, prepare, and present FS Career Field informational and promotional material. Represents the organization in the development of strategic planning encompassing active duty, reserve component and civilian forces. Establishes, develops, and maintains effective working relationships with a variety of high-level offices. Supports senior officials in internal decision-making, interagency deliberations, and testifying before Congress. Advocates and explains the Air Force position regarding operational policies and guidelines and need for changes in policy. Gains support and cooperation for proposed program changes and improvement, including new/changed metrics, assessment processes, and reporting procedures. Requirements Conditions of Employment U.S. Citizenship is required. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. Employee must be able to obtain and maintain the appropriate security level required based on the position's sensitivity. If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. Career Broadening positions are managed by AFPC/DPCZ and are centrally funded. Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager. Career Broadening also provides training and developmental opportunities at various organizational levels. These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment. TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition. Position is subject to random drug testing. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Disclosure of Political Appointments Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of key DoD and AF programs and activities. Broad knowledge of AF military mission, organization, and work processes, program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Skill in gathering, assembling, and analyzing facts, drawing conclusions, conducting analysis, devising recommended solutions, and the ability to package the entire process in briefings, papers, or reports suitable for senior leadership use and decision-making. Ability to plan, organize, develop, design and conduct comprehensive program management oversight sufficient to resolve substantive problems/issues of execution, effectiveness and efficiency of work operations. Ability to represent the agency within and outside the organization, and to gain support for program goals and objectives. Education This job does not have an education qualification requirement. Additional information PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months.
