Job description
Overview Bureau of Global Health Security and Diplomacy (GHSD) is responsible for implementing the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). The PEPFAR Program Manager position integrates diplomacy and a data use function to support the goals of PEPFAR at the Department of State. The incumbent will have comprehensive responsibility for one country and will work with PEPFAR headquarters staff to advance collective monitoring and progress to program impact for the HIV/AIDS response, and data utilization at multiple levels. Responsibilities Incumbent serves as a Program Support Officer in the Program Impact Monitoring and Epidemiology (PRIME). Under this Unit, GHSD data experts provide support to both GHSD personnel and PEPFAR field staff and ensure our program's mission of epidemic control is informed by the most current, high quality data standards. There are three teams that sit under PRIME: Data for Impact Team (DUIT), Program Efficiency Team (PET), and the Systems Team. DUIT oversees data support for PEPFAR Program Managers (PPMs) for data packs, target tables, site tools, etc. PET oversee budget and expenditure reporting data and tool support. The Systems team handles all interoperability between the multitude of PEPFAR Systems for PPMs and field staff. Serves as the primary conduit for information from across the Section, Office, and interagency, and plays a crucial role in maintaining communication with the international organizations with which the team engages. Provides administrative support and works on special projects for the directorate. Conducts ad-hoc analyses of routine programmatic data, survey data, surveillance data, financial and quality data. Conducts in-country visits with senior US Government and host country government officials to provide technical support to PEPFAR teams and supported countries in administering monitoring and evaluating HIV/AIDS prevention and treatment programs. Assists with the development, approval, implementation, and reporting on the operational and strategic plans for the PEPFAR countries and regional HIV/AIDS programs. Supports analysis and preparation of data for inclusion on the public PEPFAR dashboard, fact sheets, and dissemination products. Coordinates and initiate e-mail correspondence, telephone calls, meeting notes, and action memos and liaise between the Director, the Deputy Director, and other subordinate managers. Provide accurate, timely advice on procedures, reports, requirements, and other matters necessary to implement the Director and Deputy Director's policies, directives, and instructions. Inform directorate on current issues and programs. Schedule briefings by members of the staff for the Director and/or Deputy Director. Assist in monitoring and management of teamwork flow, communication, and morale. Engage on programmatic components and substantive issues covered by directorate. Provides administrative support for coordination and collaboration of agencies for program implementation. Receives calls, greets visitors, and directs to staff members only those contacts needing their attention or action. Responds to routine and non-technical requests for information such as status of reports, duty status of employees assigned to the section, suspense date for matters requiring compliance. Provides administrative support for the annual Country Operational Plans and quarterly POART reviews. Maintains calendar and schedules appointments based on knowledge of office leadership interests and commitments. Makes all necessary arrangements for travel, arranging schedule of visits, making transportation and hotel reservation, notifying organization and officials to be visited, keeping in touch with office leadership, writing thank-you letters after the office lead's return, and submitting travel vouchers and reports. Qualifications Skills/Qualifications: Must be self-motivated, have strong attention to detail, good oral and written communication skills. Proficient in technical and customer service, emotional intelligence, organization, time management, multitasking, filing, scheduling, Microsoft office, correspondence, administrative support; writing, oral and communication skills. Must possess the ability to work independently and have technological literacy skills. Must be in good physical condition and can occasionally travel. MODERATE RISK PUBLIC TRUST clearance required. Education and Experience: The following are desirable levels of experience: Bachelor's in Public Health, Epidemiology, Health Sciences, allied sciences, or related field appropriate to the work position.
