Job description
Overview Creative IT is seeking a Senior Evaluation Advisor to support a contract with the U.S. Department of State's Bureau of Budget and Planning (BP). The candidate will augment BP's Office of Performance Reporting and Evaluation (OPP/PRE) strategic performance and evaluation staff in supporting projects required by the Foundations for Evidence Based Policy Making Act (P.L. 115-435) (Evidence Act), OMB Circular A-11, the Government Performance and Results Act (GPRA) of 1993 (P.L. 103-62) and the GPRA Modernization Act of 2010 (P.L. 111-352). The candidate will be a lead researcher for the Department's Capacity Assessment, exploring dimensions of agency capacity in performance monitoring, evaluation, research, analysis and statistics. The candidate will collaborate with partner offices in stakeholder engagement, research design, data analysis and reporting. Portions of the project may also require the researcher to work completely independently. Responsibilities Serve as the co-lead researcher to design and conduct a capacity assessment of the coverage, quality, methods, effectiveness, and independence of the statistics, evaluation, research, and analysis efforts at the agency.
Collaborate with partner office and engage stakeholders so that the project maintains buy- in and meets milestones under firm deadlines. Review prior study approach, gather lessons learned and work with stakeholders to draft new requirements. Propose new study approach, contributing options on the measuring organizational development and collect data for the next assessment.
Lead working groups and facilitate structured discussions as part of project management. Co-lead data synthesis, report writing, sense-making with stakeholders, data visualization, recommendations formulation and results dissemination.
Support the development of the Learning Agenda. This may include consulting on question formulation and refinement process, coaching teams on design, implementation, analysis and reporting on learning activities, new learning agenda research and evaluation activities.
Support the management, development, and completion of the Annual Evaluation Plan. Support PRE's efforts that further Performance Improvement Officer's responsibilities including strategic planning, performance management, and performance analysis initiatives, as necessary. Qualifications Must be a U.S. Citizen.
Master's degree in Industrial Engineering, Industrial Psychology, Public Administration, Business Administration, or a closely related field; OR five (5) year experience assisting or participating in planning and/or carrying out management improvement studies in at least one of the following areas:
Organizational analysis
Systems and procedures analysis (manual or ADP)
Records management analysis
Space utilization studies
Work measurement or work simplification studies
Cost benefit analysis
Budget analysis
Other related efficiency research studies
