Job description
Duties As a Supervisory Program Analyst (Acquisitions), GS-0343-15, your typical work assignments may include: This position will lead acquisition program teams who work directly with representatives from outside stakeholders, to include acquisition and health security communities to complete acquisition and deployment for OHS' operational partners' capability gaps, primarily in the area of medical and public health to include both electronic health record-type capabilities and extensive data intake, analysis, and report enabled by artificial intelligence and machine learning. This position utilizes knowledge of Defense and DHS related acquisition principles in program management to assist with leading ACQ program teams in life cycle management activities that include, but are not limited to: competitive procurement using innovative solutions and other transactional authorities, requirements maturation, technology development, timeline development and management, cost estimation and tracking, system procurement, test and evaluation planning, sustainment planning and assessment, program analysis, and contract management. Plans, organizes, and directs the activities of the organization ensuring that Acquisition Program management and analyses comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives integrating organization and program acquisition objectives. Researches, interprets, analyzes and applies various guidelines, policies, regulations, etc. Establishes policies and procedures for accomplishment of program goals and mission. Qualifications Specialized Experience To qualify at the GS-15 level, applicant must demonstrate at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service or equivalent public/private sector experience. For this position, specialized experience is defined as: Experience required in applying the art and science of multidisciplinary fields related to the development, procurement, and acquisition of complex information technology systems including the acquisition lifecycle framework, system acquisition policy guidance, resource management, acquisition planning baseline formulation and management, program performance management, cost estimation, risk management, schedule management, system logistics and sustainment, cyber-security, systems engineering. Experience knowledge of regulations, policies, and procurement methods and procedures as they pertain to the acquisition and deployment of information technology capabilities. Ability to lead, manage, plan, evaluate, and execute acquisition and systems development efforts essential for the successful execution of the Departments health security mission. Substitution of education in lieu of specialized experience may not be used for this grade level. Certification This is a Critical Acquisition Position; candidate must have significant IT systems development acquisition experience on programs of $50M or larger with demonstrable program or project management experience on agile IT software development programs. Additionally, candidate must possess in the acquisitions career field a Program Management Certification at the Intermediate/Level II, or be able to acquire certification within one year of employment. Note: If you currently possess the certification, you must include a copy of your certification as part of your application package or you will receive an ineligible rating.
