Job description

Cyntel Technologies is currently seeking several Analysts (Program & Joint Fires) in support of a program at Camp Smith, HI & Joint Base Pearl Harbor Hickam, HI Job Descriptions/Minimum qualifications: Program Analyst (Hickam, HI): Secret Clearance Duties and Responsibilities:
• Assist APC with the purchase card program for USINDOPACOM J86 to best support the operational mission.
• Update and maintain agency program procedures and policies as necessary.
• Maintain a current list of account names, account numbers, and contact information of all current card/account holders and accounts.
• Assist CH and AO with account management and reconciliation as needed.
• Monitor account activity and manage delinquency.
• Assist APC with any appropriate steps that need to be taken to mitigate suspension or cancellation actions.
• Participate in training forums and disseminate information and lessons learned to other A/OPCs, account managers and card/account holders.
• Verify card/account holders are trained prior to receiving their purchase card/account and that they take refresher training at a minimum every two years (or more often as required).
• Acquire and maintain accurate records of all purchase card transactions, including receipts, invoices and supporting documentation.
• Record and report any discrepancies or infractions actions found in monthly reviews.
• Work closely with the finance and procurement departments to ensure that purchase card transactions are properly recorded and reconciled.
• Assist with on-going program guidance.
• Audit accounts as required.
• Keep necessary account information current for the agency/organization.
• Identify potential risks associated with the purchase card program, such as fraud, misuse, or overspending.
• Keep lines of communication open with all key program participants, including senior management/leadership.
• Review invoices received through Wide Area Workflow (WAWF) and compare existing contracts to ensure invoices follow contract pricing, terms and conditions. • Notify the Directorate Contracting Officer Representatives (CORs), technical points of contact, or the resource manager when acceptance signatures on receiving reports or Standard Form 1449 are required.

Minimum Requirements:
• Bachelor's degree in finance, business, or related field from an accredited college or university, or equivalent combination of education, technical training, or civilian/military work experience
• 2 years' experience working in the USINDOPACOM AOR
• 2 years' experience in DoD Contracting/Acquisitions
• Proficient at authoring analytical and/or policy documents
• Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
• Communicate effectively verbally and in writing to provide information, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level equivalents
• Secret clearance. Note: US Citizenship is required to obtain a Secret Clearance Joint Fires Analyst (Camp Smith, HI) - TS/SCI eligible Duties and Responsibilities:
• Support the development of tactics, techniques, and procedures (TTP), and operational concepts for new and emerging technologies and enable their integration into joint exercises.
• Contribute expertise in the application of Joint Fires concepts and doctrine to a fast-moving experimentation scenario. • Draft and coordinate staffing of Joint Fires documentation informed by data collected from experimentation and exercises. This documentation will include regular reports on the progress of the project, TTPs, concepts of operation, and concepts of employment.
• Work with data scientists and ORSA personnel before, during, and after experimentation, test, and exercise events to develop data management and analysis plans (DMAPs), measures of effectiveness and measures of performance informed by the candidate's expert knowledge of operational Joint Fires and Joint doctrine.
• Support senior-level strategic planning and briefings, including preparing formal papers and background information for USINDOPACOM senior leader consumption.
• Provide a Data Collection, Analysis, and Evaluation Plan (DCAEP) for each technology integrated into designated Joint Exercise Life Cycle (JELC) exercises.
• Participate in mission briefings and debriefings, trouble-shooting problems related to experiments, and contributing to the orderly flow of the exercise as it pertains to executing the experiments.
• Perform in-depth reviews and evaluations of all the information supplied by the various experimentation entities. • Provide security assistance, when needed, to ensure the protection of classified information related to experimentation technologies and capabilities during exercise execution.
• Travel approximately 15% annually, both to Mainland U.S. and Allied and Partner nations, in support of conferences, planning sessions, and exercises/experiments.

Minimum Requirements:
• Bachelor's Degree from an accredited college or university, or equivalent combination of education, technical training, or work/military experience
• At least 10 years of experience supporting the Department of Defense (DoD), including at least 5 years of experience in military operations
• At least 3 years of experience working in military plans
• At least 3 years of experience in a senior military staff office (OSD, JS, Service HQ, Combatant Command, Component, Sub-Unified Command) • Knowledge of the Indo-Pacific region
• Experience conducting research on a range of topics and functional areas
• Experience in operational and/or strategic levels of DoD planning and/or execution
• Excellent oral and written communication skills
• Proficient at authoring analytical and/or policy documents
• Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
