Job description

Duties You will perform program analysis, operational support including air control operations, financial tracking services, and conduct program management and operational tasks. You will perform analyses of program requirements to determine the range resource capabilities required to satisfy program objectives. You will identify potential problem areas in the provision of the required range support. You will identify range capability improvements required to satisfy program objectives. You will formulate tactical scenarios to demonstrate compliance with program objectives. You will oversee range programs from introduction to completion to ensure all range commitments are efficiently, economically, and completely satisfied. You will perform special studies involving the analysis of program requirements, determination of optimal techniques for operational support, and preparation of proposals to support programs which utilize specialized or unusual support methods. You will determine the impacts of new or changing program requirements on range resource utilization and total range workload. You will review and monitor the Pacific Missile Range Facility Operation and Maintenance contractor and provide inputs for the periodic Contractor Technical Performance Evaluation. You will represent the Range Operations Department at various conferences and meetings with current and potential range users. You will perform liaison with range users to discuss and agree upon the concept of operations, operational parameters, and other details of operational support. You will coordinate range support to operational programs and recommend procedures for the safe utilization and control of range resources in support of program requirements. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative methods to analyze program requirements for military operations. Examples of qualifying experience may include (1) demonstrated experience in coordinating and executing a complex, high-end training of live fire events including missiles, gun and torpedoes in a training or combat environment; (2) ability to adjust and flex to short notice changes in the plan and requirements; (3) preparing a package for a contract modification or task order from development of the support requirements, independent cost estimate, award and execution. Track and report funding execution; (4) knowledge of Fleet weapons systems, their purpose and capabilities; (5) knowledge of air and water space management concepts to include safety requirements in a live fire environment; (6) written and radio communication skills that include public speaking, writing and developing briefing packages, using radio brevity communications with ships, aircraft and ground force units.
