Job description

Duties Plan, coordinate, develop or review preliminary detailed pre-stowage plan of a variety of cargo (vehicles, general cargo, hazardous material including ammunition, etc.) utilizing the Integrated Computerized Deployment System (ICODES). Ascertain whether cargo offered for booking can be accommodated in available space aboard designated vessel and advises Battalion leadership or unit representatives as to changes in relation to amount and type of cargo offered. Prepare Final Loaded stowage plan and executive summary for vessel loaded at Port of Embarkation. Coordinate with unit movement representatives for unit deployment lists in preparation of documentation activities for the deployment and redeployment of military units. Serve as primary coordinator between contract personnel and the Battalion to ensure availability, proper use of government furnished lashing gear, equipment and dunnage. Serve as Quality Assurance Surveillance Specialist (QASP) for contract administration and management of Stevedoring and Related Terminal Services (S/RTS) contracts. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must be able to obtain and maintain a Secret security clearance. Incumbent may be required to travel up to 25% to perform duties/attend training. Incumbent will be required to complete Contract Officer Representative (COR) training within 1 year of being placed in this position. Incumbent will be required to complete mandatory HAZMAT certifications within six months of being placed in this position. This position is designated as Key who is an Incumbent of a CONUS position that cannot be vacated during war or national emergency without seriously impairing the mission; such employees have unique or scarce managerial or technical skills. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Incumbent may be required to serve a 1-year probationary period required unless previously attained. This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. This position is designated as Emergency Essential (IAW AR 690-11). Emergency-Essential designation takes precedence over any transportation agreement or military recall status. This position has been designated "Mission Essential". Specialized Experience: One year of specialized experience which includes (1) preparing preliminary cargo stowage plans, and/or (2) overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans, or authorizing necessary changes and preparing final plans. This experience must have involved vessels of at least 5,000 dead-weight tons. It must also clearly show a comprehensive knowledge of marine rules and regulations and the ability to plan, direct, organize, and coordinate cargo handling activities; to interpret and apply policies; to investigate operations and practices and resolve problems; and to establish and maintain effective work relationships. Experience in layout planning, ship-loading, and cargo handling may have been gained during such seagoing and marine terminal assignments as service in the U.S. Navy as a cargo officer, similar service in the Merchant Marines, or employment by commercial steamship lines. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
