Job description

Duties Responsible for Traffic Management, Planning, Security, Protection, Cargo Booking, Training, Exercises, Surface Operations Center and for DOD and other Federal Agencies in their area of responsibility. Provides life cycle management for Stevedoring and Related Terminal Services contracts and ensures that all acquisition milestones are met. Coordinate import/export traffic, serving as SDDC representative to other DoD agencies and regional MACOMs and COCOM's involved with exercise and mobilization actions. Manage ocean cargo transportation requirements, resolving problems, and advising the S-3, Operations and Plans of issues requiring intervention. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must possess or be able to obtain a TOP SECRET security clearance. Incumbent is required to sign a Mobility Agreement and accept assignments directed by the SDDC Deputy Commander. This position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status. This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights. This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position. This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination. This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R "condition of employment for certain civilian positions identified as critical under the drug abuse testing program." This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Due to the nature of this position, employees are required to work both planned and unscheduled overtime which include, weekends, holidays, early morning and nights. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
