Job description

Duties Continued from Summary Section: (GS-12): The primary purpose of this position is:To serve as a Human Resources Specialist (Recruitment & Placement/Classification) with responsibility for receiving inquiries from customer's and independently planning, developing, and carrying out the full range of recruitment, placement, affirmative employment, classification and related management advisory services for assigned organizations. Serves as the Affirmative Employment Program (AEP) Manager. As the AEP Manager, this position has overall responsibility to provide oversight for the execution of the AEP and Special Emphasis Program (SEPs) which contribute to the combat readiness and efficient management of a diverse civilian workforce. Duties (GS-07/09/11/12): Provides customer support solutions to inquiries on the full range of complex staffing issues. Serves as the Affirmative Employment Program (AEP) Manager. Proved position management and classification advisory services. Provides management advisory service on a broad range of Human Resources (HR) topics and serves as Team Program/Project Leader. Incumbent must possess at a minimum, a favorable determination based on the results of an investigation equal to, or higher than, the case being adjudicated. Must be able to obtain/maintain a Secret security clearance. Completion of OPM Suitability Adjudication course (or equivalent) is required as soon as a training slot is available. Qualifications Conditions of Employment Continued: Obtain and maintain access to automated security/suitability systems, such as Central Verification System (CVS) / Clearance Adjudication Tracking System (CATS), to facilitate decisions on suitability/fitness determinations, common access card (CAC) credentialing and security clearances. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201. SPECIALIZED EXPERIENCE (GS-07): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes experience assisting/supporting in a human resources office, completing and reviewing a variety of human resources forms for relevance and accuracy, applying human resources principles, and practices to advise on and/or resolve noncomplex, non-controversial, well-precedent factual, procedural, and/or recurring issues. OR EDUCATION: Successfully completed 1 full year of graduate level education or have superior academic achievement. (NOTE: You must submit your transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: has less than the full amount of specialized experience described in the job opportunity announcement; however, have a combination of specialized experience and graduate level education that has provided me with the knowledge, skills and abilities to perform the duties of this position. SPECIALIZED EXPERIENCE (GS-09): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience interpreting and applying Federal human resources recruitment, placement and affirmative employment concepts, principles and regulations commonly used in the recruitment and placement process; advising management officials on various types of appointments and their appropriate application; creating announcements and processing non-competitive actions in an automated system. OR EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: has less than the full amount of specialized experience described in the job opportunity announcement; however, possess a combination of specialized experience and education. SPECIALIZED EXPERIENCE (GS-11): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience interpreting and applying Federal human resources recruitment, placement and affirmative employment concepts, principles, and regulations; advising management on recruitment strategies to aid in strategic recruitment planning; creating announcements and processing competitive and non-competitive actions to include performing job analyses and developing assessment tools for vacancies. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: has less than the full amount of specialized experience required but has more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, has a combination of experience and education. NOTE: You must submit a copy of your college transcripts. SPECIALIZED EXPERIENCE (GS-12): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience interpreting and applying Federal human resources recruitment, placement and affirmative employment concepts, principles, and regulations; advising management on recruitment strategies to aid in strategic recruitment planning; creating announcements and processing competitive non-competitive actions to include performing job analyses and developing assessment tools for vacancies; researching and/or analyzing personnel procedures, guidelines regulations and policy reference materials and developing recommendations and solutions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: (GS-07/09/11): Knowledge of laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, and procedures of the civilian recruitment and placement functions. Knowledge of the basic principles of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques. Knowledge of the basic principles of classification and position management principles, concepts, practices, and techniques. Ability to analyze problems to identify significant factors, gather pertinent data and recognize solutions. Ability to maintain effective relationships with management officials, supervisors, employees, co-workers, and others, to ensure cooperative resolutions. Ability to express ideas and concepts and communicate effectively orally and in writing.
