Job description
JOB SUMMARY The Human Resources Supervisor will run the daily functions of the Human Resources (HR) department including oversight of the hiring process, working in conjunction with the payroll department, advising about benefits, following policies regarding leaves of absence, and enforcing company policies and practices. The Human Resources Supervisor will assist with labor relations and human resources matters, gathering, collecting, and maintaining documents and records required for contract and policy development, investigations, and negotiations in a collective bargaining agreement environment. DUTIES and RESPONSIBILITIES • Reports to the Program Manager and interfaces with internal and external customers. • Interacts with the customer and company employees, management and union employees, in a courteous, professional, and effective manner. • Represents the company in an appropriate and professional manner in terms of attire, business courtesies, ethics, and customer culture. • Performs a variety of HR duties to include processing of documentation including in/out processing of employees (i.e. New Hire, Benefits, Leave of absence, Terminations etc.), assisting in obtaining employee access to work site on Federal installation and in the government computer systems. • Liaises between the site and M1 Home Office (Administrative, Security, Human Resources and Finance teams). As well as liaison with benefits providers including health, disability, and union insurance. • Schedules/coordinates travel of site employees when required and approved. • Responds to various HR related questions from applicants, employees and/or management regarding but not limited to; compensation, benefits, leave, and disciplinary matters, policies, procedures, and bargaining agreements; and refers complex matters to appropriate management staff • Responsible for scheduling, testing, and notifying work centers and employees of drug testing requirements for new hire onboarding and monthly random screenings. • Applies appropriate precedents, rules, or procedures IAW CBA and Company Policies & Procedures. • Maintains knowledge and understanding of laws and regulations related to EEO, affirmative action, collective bargaining, unions, labor relations, and human resources. • Provides support and guidance to management when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations. • Responsible for the completion and accuracy of required HR documents and entries into the HRIS. • Ensures all managers and supervisors maintain annual HIPPA training.
• Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices.
Maintains employee records and ensure completion and accuracy of information which may include; employee contact information, job classifications, pay rates, organizational structure and other key details. • Prepares applicable communications required to perform HR actions. • Ensures activities are accomplished in accordance with the Performance Work Statement, customer instructions, and company policies. • Provides information to managers on availability and status of applicants. • Provides guidance for workforce management on matters pertaining to hiring, terminations, transfers, evaluations, training, and disciplinary actions. • Maintains recordkeeping related to internal job postings, hiring, terminations, leaves of absence, transfers, and promotions as related to Equal Employment Opportunity (EEO), Affirmative Action, and diversity initiatives. • Position requires complying with unique commuting/travel requirements. • Performs other duties as assigned. QUALIFICATIONS AND EXPERIENCE • Bachelor's Degree in an associated discipline is preferred • Minimum 10 years' experience in related field required. • Experience working with a union workforce preferred. • Ability to work under pressure in a fast-paced, time sensitive environment with shifting priorities and multiple deadlines. • Familiar with state/federal employment laws including EEOC, DOL, OFCCP, AAP, Title VII, ADA, FLSA, and FMLA, etc. • Must have excellent analytical and organizational skills. • Strong verbal, written, interpersonal communication skills, and possess the ability to multi-task, prioritize, and meet deadlines. • Must be able to confidentially handle employee-sensitive materials. • Able to obtain and maintain any security clearance and/or base access as required by the contract.
