BlueHalo is seeking a Contracts Manager to become a part of a diverse corporate contracts team supporting BlueHalo. The Contracts Manager will provide support through every aspect of the contract lifecycle and act as a valued team member to program management, business development and customers across BlueHalo. This position will be embedded in a mission focused operations group and responsible for supporting business development and program teams in proposal activity, as well as providing contract management and administrative support for multiple commercial/non-commercial, prime contracts/subcontracts within various divisions. The Contracts Manager must be a team player with the ability to thrive in a cross-functional organization and manage multiple priorities in a fast paced, dynamic environment. Essential Functions The Contracts Manager responsibilities include: Perform contract management and administrative duties throughout the contract lifecycle including, but not limited to, proposal review and preparation, leading pre and post award negotiations, executing contract modifications, initiating contract close-outs and providing overall program support for complex, multi-year contracts Lead contract negotiations with variety of customers, especially with Large Prime Defense Contractors Drafting and redlining various agreements such as software license agreements, End-User License Agreements, Commercial agreements and terms and conditions Advise and mentor other Contracts Professionals and Program Managers Responsible for ensuring that agreements/terms and conditions comply with all applicable regulations and requirements, while also adhering to company policies and protecting company proprietary information. Provide guidance and advise to management on contractual rights, obligations and provide contract interpretation of terms and conditions to program management/business leaders identifying risks and providing risk mitigation strategies Proactively engage with program teams and customers to ensure that programs are executing to contract requirements, managing scope, meeting contractual milestones, and mitigating risks throughout contract execution Ensure that terms and conditions comply with all contract requirements, internal policies and all Federal, State and applicable laws. Maintain consistent and organized files for programs Responsible for ensuring that agreements/terms and conditions comply with all applicable regulations and requirements, while also adhering to company policies. Demonstrated ability to work effectively with stakeholders across the organization, including regular senior management level briefings on key issues. Competencies Proven Contract Drafting and Negotiation skills. Strong Interpersonal, Written & Verbal Communication Skills. Critical Thinker and Command Decision Maker Proficient use of Microsoft Office products (Word, Excel, PowerPoint, Access, Project, Outlook) FAR/DFAR knowledge; OTA knowledge, working knowledge of US Government acquisition laws and regulations Broad experience with a variety of contract types: firm fixed price, cost-type, commercial/non-commercial, production, development, license, non-disclosure and teaming agreements Basic Qualifications Experience negotiating terms and conditions with large Primes, and experience managing Firm Fixed Price contracts for products and software, also including R&D Experience working proposals to include, but not limited to developing Ground Rules and Assumptions, analyzing risk, assessing Termination Liability Schedules, Milestone Payment Schedules, Terms and Conditions and Reps and Certs BS/BA in Business or related discipline such as Finance, Supply Chain, or Accounting OR a minimum of 8 years of experience with procurement negotiation, award, and administration Preferred Education and Experience Federal Contract Manager (CFCM) certified Experience with accounting systems such as Unanet Experience working Other Transaction Agreements (OTAs) both direct with the Government and through Consortiums Active Secret Clearance Travel 25% travel required to BlueHalo or Customer facilities Salary Range: $130k - $150k The BlueHalo pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Determination of official compensation or salary relies on several factors including, but not limited to, level of position, job responsibilities, geographic location, scope of relevant work experience, educational background, certifications, contract-specific affordability, organizational requirements, alignment with local internal equity as well as alignment with market data.
