Position Overview This effort will provide Engineering Support Services for the United States Coast Guard (USCG), Aviation Logistics Center (ALC), Short Range Recovery (SRR), Medium Range Recovery Range (MRR), Medium Range Surveillance (MRS), and Long Range Surveillance (LRS) Divisions at the United States Coast Guard (USCG) Aviation Logistics Center (ALC) in Elizabeth City, NC. Essential Job Function The Aviation Mechanical and Structural Analyst will conduct research and analysis in support of SRR aircraft modification and sustainment programs to include but not limited to, engineering change proposals, new product design/development, ergonomics/aircraft layout, component fabrication, prototyping, technical data package and service request development, technical orders, aircraft configuration change packages, supply inventory management, maintenance procedures development, graphics/drawing updates, parts lists, and MH-65E technical briefing packages. The Aviation Mechanical and Structural Analyst will research existing and potential MH-65E mechanical, hydraulic, and structural systems, designs, component and performance requirements, operating parameters and related technical and training program elements required to execute SRR upgrades and sustainment. The Aviation Mechanical and Structural Analyst will identify emergent and projected mechanical, hydraulic and structural anomalies impacting any phase of MH-65E upgrade and sustainment, and ensure USCG managers are apprised of related risks, impacts and potential solutions. This position will require the participation in aircraft ground runs and/or actual flight operations. The Aviation Mechanical and Structural Analyst will function as a technical observer for the collection of data and be considered mission essential personnel. The aircraft will always be staffed and operated by a USCG designated flight crew. This position may be required to add, removed, and adjust vibration or monitoring test equipment to complete task. The Aviation Mechanical and Structural Analyst may be required to travel to other USCG units to complete their duties. Minimum Qualifications Shall have a minimu m of ten (10) years of USCG or DOD mechanical and structural experience in the areas of design, modification, repair, prototyping, installation, testing, verification, validation, certification, and sustainment of aircraft mechanical systems and structures. Relevant experience shall be identified as experience obtained within the last fifteen (15) years.
Shall have a minimum of ten (10) years practical experience in aircraft mechanical systems and structural elements, including flight controls, cockpit instrument panel, equipment location, and weight distribution. Shall be proficient in identifying, locating, and researching USCG or equivalent DHS/DOD, Federal, and industry technical publications, process guides, manuals, instructions and related guidance and instructional documentation necessary for modification, testing, certification, and sustainment of MH-65E aircraft. Shall be proficient in the use of USCG or equivalent DHS/DOD supply management software to include but not limited to, AMMIS, ACMS, ALMIS and FEDLOG. Shall be proficient in the use of the Microsoft Office suite programs: Outlook, Word, Excel, and PowerPoint, and know how to use these tools for communication and suitable presentations of research results and recommendations. Must be a UNITED STATES Citizen.
The primary place of performance for the Aviation Mechanical and Structural Analyst will be offsite. The Aviation Mechanical and Structural Analyst shall attend meetings as required on and offsite. The Government shall make every effort to provide the contractor three (3) business days' notice of meetings that require attendance onsite. The Aviation Mechanical Structural Analyst shall submit a weekly activity report listing all services accomplished. This report shall be due and submitted to the COR every Friday no later than 2:00 p.m. Desired Qualifications Experience in USCG aviation maintenance support activities is desired. Experience with MH-65 mechanical systems and structural elements is desired. Experience in developing maintenance procedures and technical orders is desired.
Experience or training in Aviation Safety is desired.
