Position Overview This effort will provide Engineering Support Services for the United States Coast Guard (USCG), Aviation Logistics Center (ALC), Short Range Recovery (SRR), Medium Range Recovery Range (MRR), Medium Range Surveillance (MRS), and Long Range Surveillance (LRS) Divisions at the United States Coast Guard (USCG) Aviation Logistics Center (ALC) in Elizabeth City, NC. Essential Job Function The primary tasking of this position will be to provide engineering technical support oversight for various USCG airframe/components and will analyze and monitor fleet issues to provide the Government with the necessary data to make business decisions. The MRR Senior Maintenance Engineer II will also assist the Engineering Officer, Maintenance Officer, and other Government employees in support of engineering, maintenance, and logistical issues. Drafting, baselining, distribution, and consistent updates of project work breakdown structures (WBS), GANTT charts PERT charts, or any applicable scheduling and management software or database.
Conduct reverse engineering efforts, including, but not limited to, assembly Level III technical data packages, request creation of technical drawings, review of drafts of drawings for accuracy, coordinate ALC local manufacture of parts, coordinate or conduct first article and prototype installation or testing of newly manufactured parts, including the Form, Fit, and Function process, identify, assess, and recommend resolution for reliability and maintainability problems IAW ALCINST 13020.10 (series) CGTO PG-85-00-240-A and ALCINST 13020.14 (series.)
Write, review and update policy, procedures, and process documents, including, but not limited to technical manuals, MPCs, TCTO, SICRs, ESRs, SRs, Product Quality Deficiency Report (PQDR)s ACCB requests, COMDTINST manuals, process guides, IAW applicable
ALCE and USCG applicable documented guidelines and generally accepted commercial or military maintenance or design processes.
Participate in meetings for technical, production or programmatic issues.
Interpret manufacturer blueprints, and technical drawings and understand engineering specifications to resolve engineering technical questions.
Review and analysis of data and items for interchangeability or substitution, tolerance fact of special equipment components, standardization, inventory consolidation, long lead time items, support items, proprietary issues, and multiple sources of supply.
Assembling and preparing information/data by gathering and consolidating pertinent information.
Interact with Government program officials regarding issues and status of tasks.
Monitor and analyze performance data and report results to the Government.
Perform analysis on fleet issues and evaluate post PDM performance of fleet aircraft.
Research maintenance/logistics issues, assess aircraft fleet conditions, and provide technical data packages for the support of PDM, Supply Chain Management, Technical Services, Production Support, drop-in maintenance, Conversion Sustainment Program, and major improvement programs.
In addition to supporting production, supply, technical services and the maintenance program through research and analysis of various maintenance and supply issues, the Contractor will be responsible for completing one item and reoccurring reports, status charts, data calls, and presentations needed to convey information to Product Line senior management, ALC Command Cadre and USCG headquarters personnel.
Analyzes statistical data and reports to determine trends, conformance to standards/directives and efficiency of operations.
Due to the fact that reports and analyses are used to make program management, airworthiness and production scheduling decisions, all work done by the Contractor must be based on the most current and accurate information available.
Run all reports and collect all information independently using a USCG enterprise data system such as ALMIS, AMMIS, and ACMS, the OEM manuals located in the MRR office space, and the ATIMS/TMAPS systems.
Provide engineering technical support for the airframe and components when tasked by the Government. This Technical/Logistics support shall include, but is not limited to tracking service life limits, forecasting strategic buys of new parts, initiating reverse engineering of existing equipment base long lead times and obsolescence, engineering investigations for component reliability and product improvement, formulation of ILSP and other logistics-related studies in support of existing and new systems, performance of product feasibility, failure mode, and trend analyses, technology upgrade investigations, and systems enhancement studies.
Before obtaining information from a non USCG data system, manuals not maintained by the PL or other entity outside of the PL Technical Services Staff the Contractor shall inform and receive concurrence from the COR.
Prepare ALL Engineering documents including packages for Aircraft Configuration Control Board (ACCB) IAW Process Guide CGTO-PG-85-0070-A, and Time Compliance Technical Orders (TCTO) IAW Process Guide CGTO PG-85-00-40-A, for Engineering Officer final approval.
Prepare corrosion and damage maps for MH-60T aircraft.
Develop detailed aircraft repair schemes for review and signature by PL Engineering Officer.
Participate and manage Airframe Health studies, on outgoing years on aging Airframes. Minimum Qualifications Have a Bachelor of Science (BS) in one of the following fields. 1) Engineering, 2) Aeronautical Maintenance Management, with a proven work history of Aeronautical structures evaluation and repair (i.e. Boeing structural repair course) or 3) Any STEM degree (Science Technology Engineering Mathematics) with proven work history of Aeronautical structures evaluation and repair (i.e. Boeing structural repair course). Minimum of five (5) years in a supervisory position.
Experience in aircraft maintenance and/or systems support. Prior experience with operating, maintaining, or supporting USCG aircraft is desired. At a minimum five (5) years of practical experience in aircraft maintenance management, project management and technical support for aircraft systems/subsystems is required.

Technical Capability to deal with aircraft upgrades and aging aircraft sustainment issues. Previous experience with new component integration planning, developing sustainment strategies and system upgrades is desired.
Technical experience with all airframe components and technical publications on USCG airframe. Emphasis will be placed on technical experience with aircraft structures, engines, and dynamic systems. Specific training on USCG aircraft systems is desired. At a minimum, five (5) years of practical experience.
Technical experience with conducting maintenance analyses, assisting in RCM analyses, rapid prototyping, and special projects. At a minimum, five (5) years of practical experience.
Ability to conduct research using USCG enterprise data systems such as ALMIS, AMMIS and ACMS and ATIMS/TMAPS systems and collate/present findings using the programs contained in the Microsoft Office Suite. At a minimum, five (5) years of practical experience.
