Job description

Duties Supervise, plan, and assign work to a staff consisting of GS-12 and GS-13 Management Analysts performing the most complex resource management tasks to be accomplished based on priorities and work schedules. Collects data, analyzes trends and prepares reports and correspondence for use by all echelons of the IMCOM. Conduct studies for the purpose of achieving increased effectiveness, efficiency, and economy of operations through consideration of workload, missions, assigned functions and other factors. Conducts research related to work processes, mission and functional assignments, systems or procedures due to the unique processes and technical requirements of the command. Provide guidance to all echelons of the command for force structure input to On-line Tables of Distribution and Allowances (TDA) and Manpower and Force Analysis Application (MFAA) Manning Documents. Communicate and integrate the organization's strategic plan, mission, vision, and values into team strategies, goals, objectives, work plans, and work products and services. Serve as the stationing manager and principal advisor on execution of stationing and Base Realignment and Closure (BRAC) in serviced areas experiencing "down-sizing/right-sizing." Oversee the development and utilization of policies that provide Leadership with relevant, precise information for management decisions affecting the commands civilian end-strength utilization strategic plan. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. Specialized Experience: One year of specialized experience which includes analyzing, evaluating, and improving a variety of management and administrative operational and organizational issues, including monitoring, documenting, and resolving issues pertaining to civilian end-strength. Experience implementing, managing, and providing advice and assistance for functional areas throughout the command to include HQs Command Directorate, Regions, and Garrison Staff. Experience coordinating work with personnel; conducting briefings and performing fact-finding for projects or study requirements, determining alternatives when data is not currently available, and making recommendations for resolving conflicts due to competition for manpower resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
