Job description:
This data quality analyst will serve as a Subject Matter Expert on clinical data and electronic health record systems and will act as a liaison between Medicaid providers and the HIE to improve quality of the data sent to the HIE, especially as it relates to the QA Data Aggregator Validation workstream and the eventual production of digital quality measures.
The purpose of this position is to ensure reliable and accurate analysis of Medicaid beneficiary health data to facilitate the NC HIEA's staff's ability to develop and implement Medicaid-focused projects to monitor progress towards outcomes required for CMS funding as well as internal programmatic goals and objectives.
This position will have responsibility for the planning, coordination, and implementation of compliance to health information exchange standards during the onboarding and in-production periods for the Health Information Exchange Network, called HealthConnex.
Position will have a good grasp of clinical information systems and be able to communicate needs to information technology staff.
Position interacts with a broad range of clients and/or technology support employees, requiring strong communications skills and ability to use a wide range of technical resources for providing technical support.
This position will largely be responsible for working with Medicaid providers/health systems as they undergo the QA DAV program, prioritizing participants as necessary in support of the larger Medicaid workplan.
This role will involve direct interaction with the Medicaid team at the NC HIEA, keeping them informed about the status of the DAV program and ensuring milestones are met for Medicaid use cases.
Mature knowledge of health information exchange data standards and formats, including knowledge of Electronic Health Record Systems' (EHRs) data architecture.
Subject matter expert (SME) level of knowledge working with clinical data, EHRs, HL7 v2 and C-CDA messages
Proven experience with clinical data ETL techniques, data verification, data quality management, and validation
Experience with analyzing and documenting processes and requirement specifications and developing clinical workflows
Understanding of general IT architectural principles, technical designs and Specifications
Excellent verbal and written communication skills including the ability to interact and communicate effectively with non-technical clients
Knowledge of HIPAA and health care regulatory compliance as they relate to
Electronic Health Record (EHR)/Electronic Medical Record (EMR) systems and
Health Information Exchange (HIE).
Experience with Microsoft Office Tools, including Microsoft Project, Visio, Excel and PowerPoint.
Ability to interact as a productive team member on a project team or manages a project task.
Ability to weigh alternatives and consequences to make informed decisions on current operational issues.
Understanding of Medicaid programs and the data/reporting needs for Medicaid
Enterprise Systems implementation, population health management and quality measurement.
Understanding of QA's DAV program and the role it plays in the shift towards
digital quality measurement (dQM), as well as the role of data quality in support of exchanging health-related social needs information and data necessary for effective care management.
Skills:
