Summary You will serve as a General, Mechanical, Electrical, or Civil Engineer in the Infrastructure Acquisition Support Branch (Code 1022), Infrastructure Division (Code 102), Corporate Operations Department of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV). Duties You will serve as a Project Manager tracking and managing the overall budget, schedule, and technical progress of approved and funded facilities projects. You will be responsible for the development and confirmation of department product, project, and service technical requirements related to facility sustainment, restoration, and modernization. You will manage the overall budget, schedule, and progress of approved and funded facilities projects and promote timely delivery, progress, and execution to the department, while coordinating with all project stakeholders, users, or occupants. You will prepare detailed Statements of Work, Performance Work Statements, and construction estimates comprising the technical requirements necessary to execute and complete facility-related projects and services. You will identify and recommend future requirements and needs for the purpose of planning mid-to-long-range budget funding and coordinating interrelated or follow-on projects for future-year programs. You will perform a full range of engineering duties with systems used in and around land-based engineering/test sites, industrial facilities, multi-story buildings, and physical plants for operational, test and evaluation, research and development. You will study, assess, and prepare written technical analyses and evaluations in support of contract actions related to facilities and building systems. You will be responsible for performing NSWCPD facility planning, engineering support, design, and construction to ensure that all engineering components of the facilities meet the mission requirements and are operational and functional. You will create electronic drawings using AUTOCAD showing layout of spaces, existing conditions, and proposed work as part of defining the technical requirements communicated in Statements of Work or Performance Work Statements. You will generate cost estimates, prepare cost analyses, and develop manpower requirements. You will be required to communicate effectively both orally and in writing. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications In addition to the Basic Educational Requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
