Job description
Duties Plans, organizes, and oversees the activities of the 502 Civil Engineer Squadron. Exercises supervisory personnel management responsibilities. Represents 502 CES with a variety of installation and functional area organizations. Reviews, understands, and authorizes designs, plans and lays out work from blueprints, sketches, drawings, specifications, guides, engineering data and building codes. Administers the computerized Preventative Mechanical Program (PM). Utilizes safety and security practices and procedures following established rules and Regulations and maintains a safe, clean and secure work environment. Disclosure of Political Appointments Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Performs other related duties as assigned. May be required to participate in contingency situations, real world and exercise as directed. May be required to work other than normal duty tours and tours of duty such as rotating shifts, overtime, weekends, call back, uncommon tours of duty, holidays, etc. Will be required to carry a beeper or cell phone. May be required to travel TDY as directed by management, sometimes on short notice and including overnight says, traveling by military or commercial aircraft or by any other designated means. The work will require the employee to drive a motor vehicle. An appropriate valid driver's license will be required for the position. This position is a designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. (cont'd) Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This position is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted (cont'd) after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (cont'd) Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Must be able to obtain and maintain Secret Security Clearance. An Associate or Bachelor's degree is desired. "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. INDIVIDUAL OCCUPATIONAL REQUIREMENT: I have an undergraduate or graduate education that had a major study is in engineering, industrial arts, property management, or business administration. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements; Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs; Reviews minor construction and measured work orders effecting systems, parts and assemblies to be repaired, replaced, installed or modified on complicated plumbing and structural equipment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of CE Bas level operations with experience in a CE Organization is highly desired 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. 5. Knowledge of a wide range of principles, processes and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices and procedures, including sexual harassment and equal Employment Opportunity/Equal Employment Treatment. 6. Ability to read and interpret blueprints, diagrams, sketches and technical specifications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
