OPENS: 23 OCTOBER 2024 CLOSES: 6 NOVEMBER 2024 Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time, non-supervisory Lead General Engineer to work in the Intercontinental Ballistic Missile (ICBM) Systems Directorate at Hill Air Force Base, Utah. This position (988528) is an NH-0801-04 with a typical 2024 salary range of $122,198 - $186,854. This position is not eligible for remote or full time telework; situational-based agreements may be available at the discretion of the hiring manager. Multiple positions may be filled from this announcement The Sentinel program is responsible to deliver a full system replacement for the nation's Minuteman III ICBM System, providing a powerful strategic deterrent to nuclear attack against the United States. The primary purpose of this position is to serve as Team Lead Test Manager for one of the Sentinel weapons system functional areas such as Live Fire Test and Evaluation (LFT&E), Aerospace Vehicle Equipment (AVE), Command and Launch, Support Systems, DevSecOps, Integrated Systems, Flight Test and Evaluation (FT&E), etc. Candidates with a physical science background with strong test and evaluation experience may also be considered. DUTIES: Leads and manages planning and execution of all matters related to test and evaluation efforts including critical test, requirements verification, risk management, and test resource availability for the Sentinel System from the System Program Office (SPO) perspective. Plans, organizes, directs, and coordinates test and evaluation activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, sustainment, and logistics. Provides leadership guidance and technical assistance on test and evaluation matters, such as test planning and implementation, test conduct, resource control, and reporting. Collaborates with prime contractor test teams, the Combined Test Force (i.e., Air Force Test Center and Air Force Operational Test & Evaluation Center), and SPO subject matter experts to develop and execute test campaigns that meet Test and Evaluation Master Plan (TEMP) objectives. Leads technical/management summits and meetings attended by executive levels and key stakeholders to plan and execute assigned test and evaluations program(s), resolve technical, resource and schedule conflicts, identify and mitigate risks, and direct technical and programmatic efforts. Leads team members in development of test strategies, TEMP inputs, and coordinates with the Chief Developmental Tester to update the TEMP and pursue formal approval for Air Force and Department of Defense signature. Assesses progress in test projects including cost estimates, schedules, and performance baseline requirements by applying new methods and procedures; reviews and directs the progress of contractors supporting the test campaign in meeting program test and evaluation objectives. SKILLS: Minimum of 8 years' experience in test and evaluation of weapon systems with demonstrated expertise related to command-and-control testing, cyber systems testing, instrumentation, telemetry, integrated systems testing is typically preferred for this role. Experience operating in collateral, sensitive compartmental and special access program security environments is highly desirable. Experience leading multi-disciplinary teams and first level supervision at the NH-03 level is highly valued. Experience identifying and validating mission security needs and familiarity with administering a Program Protection Plan to coordinate and integrate all protection efforts is desirable. REQUIREMENTS FOR THE POSITION: U.S. CITIZENSHIP Must be able to obtain and maintain a Top Secret security clearance and is required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. To qualify as an engineer, employee must meet the education and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards, Group Coverage Qualification Standard for Professional and Scientific Positions: Master's degree preferred. Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving a "Practitioner" certification in "Test and Evaluation" within four years of appointment.
