Job description
Overview Nakupuna Consulting is seeking an experienced Configuration Manager to support the Navy Personnel & Pay System (NP2) with Configuration Management process development and implementation. The ideal candidate for this position will have proven configuration management experience in a technology-driven program or project supporting the US Navy. The configuration manager will provide software configuration management (SCM) support throughout the software development lifecycle. This position will collaborate with the Navy led Configuration Control Board (CCB) to define and implement lifecycle management processes related to the release of new product baselines along with controlling and updating documentation related to existing baselines. Responsibilities The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. Provide hardware, software, and documentation configuration management and process control support for software systems and associated documentation Develop, coordinate, and update the Configuration Management Plan (CMP). Maintain and update CM policies, procedures, and standards Develop, coordinate, and enforce the methodology and standard procedures for identifying and documenting project-related Configuration Items (CIs) Support configuration identification by maintaining a database that documents all software and hardware in use by NP2 utilizing Dimensions, PHIRE, Feature Map, Jira, Confluence, SharePoint, etc. Maintain a current record of all Configuration Items (CI)s for the program and conduct periodic audits and inventories of all CIs. Conduct Physical Configuration Audits (PCAs) and Functional Configuration Audits (FCAs) on the baselines as requested Maintain the secured CM Database Item Repository (Dimensions CM) that includes identified MyNavy HR IT Solutions NP2 IOC work product configurations, status records, and documentation including hard copies of CIs, when requested. Establish and maintain the functional, allocated, and product baselines for internal and deliverable work products. Conduct CM training as required for new users and during version updates to train personnel on proper configuration management processes and practices Supports requirements change management process as part of the Engineering Review Board (ERB) and Configuration Control Board (CCB) Support Engineering Technical Reviews (ETR) that allow Government personnel to decide when and if new software and hardware releases are to be implemented for NP2 Perform configuration status accounting by recording and reporting the status of all NP2 related software, hardware, and documentation Configuration Items (CIs) that Nakupuna owns Facilitate communications with all software and hardware stakeholders to ensure software and hardware actions efficiently and effectively enhance NP2's overall goals. Supported Technologies: SharePoint Dimensions Oracle PeopleSoft Jira Confluence Zephyr PHIRE Qualifications Required Skills and Qualifications: Demonstrated experience maintaining and controlling hardware, software, and documentation baselines and associated system level inventories. Strong technical writing skills to document configuration management and change procedures; experience developing and presenting complex information to senior Government officials. Experience working directly in a customer facing role to include conducting high level briefings and data calls. High level of creativity and complexity to research and recommend solutions based on data analysis, evaluating alerts, and business concepts. Ability to analyze lessons learned and incorporate revisions into processes and training. Strong communication and training skills. Strong analytical, statistical and organizational skills required. Excellent time management skills required. Required Education and Experience: Bachelor's degree from an accredited college or university with a major in a related field. 5-10 years of experience working in DoD Configuration Management. Experience with existing CMDB tools: Dimensions, Excel, and SharePoint. Experience capturing and implementing government business processes and approval workflows in change and configuration management systems (e.g., Remedy, ServiceNow, etc.). Desired Skills: Working knowledge of the SAE EIA-649-1 Configuration Management Requirements For Defense Contracts along with the MIL-HDBK-61 Configuration Management Guidance Background or experience as a network or system administrator. Experience supporting CM practices in DevOps (Software Development, IT Operations) enabled IT organizations and business processes. Experience tracking software licenses - Differentiating between and negotiating annual, floating, and perpetual licenses. Hands on knowledge documenting Risk Management Framework (RMF) Chapter 14 Configuration Management. Working knowledge of National Institute of Standards of Technology (NIST) Special Publication (SP) 800-53 "CM Control Family". Clearance: A background investigation at the T3 level is required, as this is not currently a classified position. Must be a U.S. citizen. Work Location: Work location will be in Arlington, Virginia 2 days on-site with a hybrid option.
