Job description

Overview: Identity Intelligence Assistant This position is contingent upon contract award. Primary Responsibilities: Assist with analysis, research, training, and support for the vetting of local national employees and job applicants, as well as other individuals as needed, for Regional Security Offices at U.S. Embassies and Consulates worldwide. Assist with conducting analysis of biometric and biographic information on individuals of interest utilizing the Biometric Identity Intelligence Resource (BI2R) and other relevant databases, to determine if they pose a risk to U.S. State Department personnel or facilities. Assist with identifying, researching, and reviewing pertinent application information for any possible threat information, and draft analysis of any threat information developed, to be provided to RSOs around the world, CCV management, and senior DS management.
Assists Junior, Mid-Level, and Senior Identity Intelligence Analysts with ensuring that individuals who pose a potential threat to U.S. interests are added to appropriate watch lists and that information regarding these individuals is shared with Regional Security Officers in a timely manner. Comply with laws, regulations, executive orders, and directives promulgated by Congress, the Secretary of State, and the Director of National Intelligence to achieve goals and objectives. Support the preparation and presenting of oral briefings on their findings to CCV management and other DS offices as appropriate.
Assist Junior, Mid-Level, or Senior Identity Intelligence Analysts with providing training on the Diplomatic Security Identity Assurance System (DSIAS) to students attending the Basic RSO, RSO In Service, Assistant Regional Security Officer-Investigations, the Foreign Service National Investigator, and Foreign Service National Investigator In Service training classes at the Diplomatic Security Training Center. Assist Junior, Mid-Level, and Senior Identity Intelligence Analysts with briefing DS Agents who are transferring to posts with DSIAS on the DSIAS system and the overall DS vetting program.
Foreign travel, as needed, to assist with the deploying of DSIAS to new locations at U.S. Embassies and Consulates. Assist with DSIAS to biometrically enroll locally employed staff and job applicants at U.S. Embassies and Consulates world-wide. Ensures the proper storage and handling of classified and unclassified material.
Other duties as assigned.
Supervisory Responsibilities: N/A Education and/or Experience: Graduation from a U.S. Government all source intelligence analyst or Counterintelligence, Human Resource Intelligence (CI/HUMINT) course. Experience must be with the Department of Defense, Department of Homeland Security, the Federal Bureau of Investigation Department of State, or an equivalent U.S. Government agency and should include training in Military Occupational Specialties 35F, 350F, 35O, 18F, other military service equivalents, or GS-0132 series. Or qualifying with a College degree, from a four year U.S. accredited, in one of the following areas: Political Science, International Affairs, Area Studies, or related filed of study.
Knowledge, Skills, and Abilities: Must be proficient in utilizing computer databases and intelligence related automated systems to support analytical efforts and product development. Ability to provide advice, guidance, and consultation to officials with regard to the interpretation and application of analysis.
Skill in oral and written communication to prepare and present analysis, provide guidance, solicit information, defend proposals, and negotiate agreements.
Problem-solving skills and the ability to prioritize multiple and sometimes conflicting and complex tasks.
Must be able to operate as part of a team, cooperate effectively with other team members, and be mission focused, and able to work independently.
Certificates, Licenses, Registrations: N/A Security Clearance: TOP SECRET Clearance with SCI Access Required Must have a current US Government TOP SECRET Personnel Security Clearance and be able to qualify for SCI access
Must have a current US Government Single Scope Background Investigation (SSBI) (less than 4-1/2 years old) or be able to successfully complete a U.S. government administered Single Scope Background Investigation.
Must be a U.S. Citizen.
Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.
Physical Demands: The physical demands that will be required inside the work place and for the position. Must lift, will sit, answer the phone, type on a keyboard, move files, etc. The Government reserves the right to require contractor staff travelling overseas to be screened by a physician prior to departure. The overseas screening may certify only that the contractor is fit to travel. Travel to areas with minimal medical support may require a detailed physical examination of the contractor to determine in adequate medical support is available to manage illness or serious medical emergency arising from preexisting conditions such as diabetes or heart disease. Travel: Perform overseas travel to high threat locations that may involve extended travel time and exposure to dangerous conditions that require use of personal protective equipment while exercising special safety precautions.
