Description Background Information: Innovative Defense Technologies (IDT), provider of automated software testing, data analysis, and cybersecurity solutions for complex, mission-critical systems in the US Department of Defense (DOD), is seeking a Senior Procurement Manager to be based at our Arlington, VA location. Overview: This individual will be responsible for the development and implementation of process and tool improvements for IDT's procurement department. The selected individual will work closely with contracts, subcontract administration, procurement team members and other stakeholders to ensure compliance. Areas of responsibility include procurement process and procedures, education and training of process and policy, CPSR preparation and compliance, evaluating and integrating procurement tools, and establishing and generating procurement metrics. This position reports to Director of Operations Support, CIO Organization. All applicants must be able to obtain/maintain an active U.S. Security Clearance. Responsibilities Include: Improvement, Development, and Implementation of Procurement Policy and Process Evaluating, improving, and coordinating integration of procurement tools Manage Procurement compliance in accordance with contracts, subcontracts, FAR, CPSR and other industry leading best practices Development and communication of procurement-related training programs Perform reporting on purchasing key performance indicators (Supplier quality, technical capability, early deliveries, rejection rates, late deliveries) Analyzes new trends for potential impact on business goals and objectives Support for Procurement Manager and Related Responsibilities: Assign and manage procurement associate workload Generate solicitations and draft specialized and/or non-routine responses for supplier bids, purchasing agreements, subcontracts, and associated modifications. Prepare requests for proposals (RFPs) and manage procurements. Analyzes significant and/or unique procurement requirements, special provisions, terms, and conditions to ensure compliance with applicable laws, regulations, and corporate policies/procedures. Provides Procurement/Subcontracts guidance to business team members. Manages contract change control process with Suppliers. Manage Preferred Supplier Program. Manage and maintain Supplier Profiles, Reps and Certs, and other corporate certifications. Develops sourcing strategies, negotiation strategy and leads negotiations. The focal point for all communication with suppliers and subcontractors. Facilitates issue resolution and disputes. Managing and scheduling of items from Procurement Backlog into the Work In Progress queue. Perform periodic review of Supplier performance and capabilities. Executes subcontracts and purchasing policies and procedures. Expediting of purchase orders. Minimum Required Qualifications: A bachelor's degree in business or supply chain OR Comparable Experience Ten or more years of Procurement/Subcontracts experience Three or more years in a Procurement Manager role Required Skills: Advanced knowledge/skill in Costpoint 8.1 and procurement related modules Advanced experience in CPSR compliance Supporting DOD Customers/Clients Developing and executing negotiation strategies Understanding of industry best practices and technology trends Competencies: Strong analytical and communication skills Excellent presentation, leadership and team-building skills Use of independent judgment and creativity applied to the resolution of contract issues Excellent internal and external negotiation skills Excellent presentation, leadership and team-building skills Ability to draft complex Purchasing/Subcontract documents Thrives in team environment, but capable of working independently Strong sense of ownership, urgency, drive Advanced knowledge of contracting concepts, Uniform Commercial Code (UCC), applicable public contract acquisition law and regulations, and applicable contract law EEO Statement: IDT is an Equal Opportunity employer.
