Seneca Global Services, LLC is seeking a Senior Corporate Program Manager in the Washington, DC area. The program manager (PM) will play both a leadership and supporting role within the Seneca Nation Group (SNG) Mission Services team. The PM will be responsible for leading the successful performance of service contracts with federal government customers. The PM will manage the entire contract lifecycle, from contract award and kickoff, ongoing operations and eventual contract closeout. To be successful, they will need to strategically support onsite contract program managers managing the day-to-day operations by providing oversight, support and corporate knowledge. Specifically, the PM will work with the onsite program managers to meet corporate requirements for their contract and be the conduit for corporate resources to support contract operations. The PM may also fulfill the role of the contract PM on smaller contracts or contracts where SNG has a subcontractor role. As with all other corporate team members, the PM will be expected to contribute to ongoing business development efforts and internal process improvement initiatives. Responsibilities include, but are not limited to : Immediately becoming a key member of the Mission Services team and take on oversight and management of at least one or more projects or programs. On an ongoing basis, developing a corporate knowledge base of policies and procedures and staying up to date on any changes impacting the project teams. Within 6 months, have a solid grasp on managing employee and partner engagements on multiple contracts. Managing administration over multiple contracts/task orders in coordination with project control and finance team members, ensuring completeness and accuracy in a timely manner. Contract management includes, but is not limited to, overseeing transition in activities, contract modifications, vendor subcontracts, purchase orders, accounts receivable, accounts payable, employee travel authorizations, employee expense reimbursements, and travel/other direct cost (ODC) budgets. Tracking, reporting and communicating contract-level results. Understand how contract type (for example FFP vs T&M) impacts execution and invoicing Budget management responsibilities including understanding contract cost structure, invoicing process/review and handling of past due invoices. Supporting team member training, recruiting and hiring, onboarding/offboarding, status changes, reviews, and professional development. Promoting SNG to our team members and collecting feedback on employee engagement initiatives. Within 9 months, develop positive contracting officer representative (COR), customer and other relevant stakeholder relationships on multiple contracts. Collaborates with supporting functions to ensure accurate invoicing, resource management, policy interpretation and handling of employment matters. Conduct regular 1:1 meetings with team members. Basic Qualifications: A bachelor's degree from an accredited college. At least 8 years or more of relevant experience managing federal government contracts, preferably for one or more health-focused federal government customers (for example DHA, CDC, NIH, HHS, FDA, etc.) Ability to commute to client site on an as needed basis. Outstanding customer-facing skills and experience. Must have people leadership skills and be able to collaborate and spend time with your team, peers and SNG leaders. Occasional travel required. Desired Qualifications/Skills: Active Public Trust or higher clearance is preferred, but not required. Have a PMP certification, advanced degrees and other certifications. Proactive self-starter ready to lead operational activities in line with SNG strategy while leveraging your experience in the federal contractor space focusing on the highest-quality performance. Focused on self-improvement, as an individual and a member of teams, with measurable growth over time that improves your ability as a leader and professional. Able to understand the big picture including business processes and impact of decisions. Demonstrated proficiency in critical thinking, complex problem solving, decision-making. Brings well-rounded recommended solutions to company leadership for discussion. Solid proficiency in verbal and written communication; exercises appropriate judgment on transparency. Demonstrates initiative by listening for needs, considering alternatives, proactively addressing ideas/problems. Shows flexibility/adaptability in unexpected, ambiguous, uncharted circumstances.
