Location:Hybrid in Fairfax, VA; 3-days per week
Estimated Duration: Full-time Permanent Project Description: We are seeking talented professionals to join us in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program aims to strengthen the cybersecurity of Federal networks by enhancing awareness and visibility into security posture and cyber threats. Our responsibilities include designing, deploying, and maintaining a cloud-hosted 'Data Services' solution that collects, normalizes, visualizes, and shares cyber data from over 100 Federal agencies. We operate within the Scaled Agile Framework (SAFe) and seek individuals who thrive in a dynamic, collaborative environment. Specifically, we need a Systems Engineering Manager to oversee teams responsible for requirements, security, infrastructure, architecture, and solution deployment. The ideal candidate will optimize processes, work closely with other leads, and demonstrate a deep understanding of technology
Requirements: US citizenship and ability to acquire Public Trust Suitability A Bachelor's degree or equivalent experience
At least 8 years of experience managing the design, build, implementation and operation of complex enterprise technology solutions for Federal customers.
At least 5 years of experience driving large scale development efforts in an agile environment.
At least 5 years of demonstrated ability to prescribe, implement and refine processes to optimize the delivery and operation of technology solutions.
Demonstrated ability to effectively manage, mentor and coach resources to achieve common objectives.
At least 4 years of experience working as a requirements management lead or within an integral role during requirements analysis, definition, and solicitation for a large-scale development contract tasked with the ingestion of customer requirements on projects of similar size, scope, and complexity.
At least 5 years experience with software development concepts (i.e. scripting, encapsulation) and best practices.
At least 5 years experience with programming languages that include, but are not limited to, Python, Java, HTML, CSS, markdown.
At least 5 years of experience with data modeling concepts in relational and non-relational data stores (i.e. normalization, inheritance, relationships)
At least 5 years of experience with building application integrations using standard REST API interfaces or custom interfaces.
At least 5 years of experience writing technical documentation covering business need, solution design, functionality, and security for technical and non-technical audiences.
5+ years of experience operating in environments subject to federal security policy, security by design approach, and relevant security fundamentals.
Familiarity with federal security standards and polices, including, but not limited to, NIST 800-53, FISMA, and FIPS 140-2 & 3
Desired Skills:
Experience as a Technical Lead for enterprise-wide software development / COTS integration programs
Experience as a software developer for enterprise-class systems comprised of multiple applications.
Experience with containerized solutions
Experience with code repositories, esp. Git/GitHub
Experience with ALM tools, esp. Jira
Experience with big data platforms, esp. Elasticsearch

Full-time employees, working at least 30 hours a week, are offered multiple plan options, varying in cost and plan design through United Healthcare.
