Job description

Kaimetrix is seeking qualified personnel to support a contract within the Intelligence Community as a Senior Systems Engineer. The location of the position will be on-site at Fort Belvoir, VA. The Senior Systems Engineer shall perform operations, maintenance and accreditation efforts on unclassified, classified cloud, virtual environment, and on-premise Information Technology (IT) environments at Fort Belvoir and Fort Meade. The Senior Systems Engineer shall provide technical support for the Life Cycle Development process of these systems to include support for the integration and implementation of these systems into the enterprise or Program of Record (POR). The Senior Systems Engineer must be able to:
- Implement lifecycle solutions in accordance with National Institute of Standards and Technology (NIST) Standards, DoD, Army, and ICD 50 3 Directives and the Risk Management Framework
- Evaluate system component suitability and make recommendations to the Government in order to eliminate redundancy and align capabilities within the IC regarding the impact of alternative new technologies on project costs, portability, compatibility, and usability sustainability
- Provide technical expertise for software performance, test plan design and test scenarios for functional testing, security testing, negative testing and vulnerability analysis of cyberspace operations tools and capabilities Compose and/or evaluate Acquisition Documentation, lead staff evaluations of engineering documents similar to System Engineering Plans (SEPs), Test and Master Plans (TEMP), and Test and Evaluation Strategies (TES), for approval.
- Develop Evaluation criterium commensurate with Measures of Effectiveness (MOE) Measures of Performance (MOP), and the resources required to plan, perform, analyze and report on testing events during all acquisition or development phases, particularly of cyberspace and computer network systems
-Lead the Independent Verification and Validation of Developmental and Operational Testing, coordinate with PMs to ensure testing adequacy and system specification compliance
- Laisse with stakeholders to understand testing objectives, develop test strategies, and collect and analyze data to satisfy customer requirements
-Provide guidance to PMs, staff, Chief Engineers, and Leadership on adherence to Army Regulations and policies while operating in rapid-development domains
-Prepare technical test reports that document deficiencies and issues identified in the conduct of test and evaluation events
-Follow and apply common T&E processes that include identify requirements, verify user needs, develop evaluation approach, collect data, analyze data, and report on findings Requirements: -Active DoD TS/SCI Security Clearance
-MS in Engineering with at least 15 years' experience OR a BS in Engineering with 20 years' experience OR Combination of education and experience: college-level education, training, and/or technical experience resulting in and thorough understanding, both theoretical and practical, of the DoD Testing and Evaluation of rapidly-developed cybersecurity systems.
-Must possess current DoD Approved Baseline Certification at IAT Level II OR higher (eg. CompTIA Security+)
-Compliance with training, education and experience meeting Defense Acquisition Workforce Improvement Act (DAWIA) Test and Evaluation Level 1
-3 years' experience performing Test and Evaluation services on complex software and network systems
-10 years' experience sustaining virtual, cloud, and on premises environments
-3 years' experience conducting evaluations of current or emerging technologies
-2 years' experience providing technical expertise for software performance test plan design and test scenarios for functional security testing
-2 years' experience using security assessment and analysis tools
-7 years' experience working with networking protocols
