Job description

Duties The primary purpose of this position is to keep local and district elected officials informed on Fifth District and Coast Guard matters. Additionally, this position provides advice and recommendations to commanders, staff officers and other collateral-duty governmental affairs officers assigned throughout the district. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include: Serving as the first point of contact on governmental, inter-agency, tribal and international affairs issue. Tracks and updates products, updating a bi-annual comprehensive outreach strategy for internal and external integration of congressional, international and governmental engagements, itineraries of Congressional and elected official. Providing guidance, coordination and facilitation of requested site visits to achieve external affairs program goals. Assisting the Fifth District External Affairs Division Officer by maintaining consistent contact via email or attending monthly meetings between the Coast Guard Congressional Affairs Office and Congressional staffers, senior community leaders of organizations who contribute to and support the Coast Guard, the Coast Guard Foundation, and other non-profit organizations that support Coast Guard members and families within the Fifth District. Assisting the District Public Affairs Officer with developing guest list and products to support Coast Guard City recognition, Cutter commissioning and decommissioning events, Changes of Command and recognition ceremonies. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service This position may require a one year probationary period. This position requires a Secret clearance. The position requires a valid state driver's license. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications To qualify for the GS-11 grade level: Applicants must possess one year of specialized experience equivalent to the GS-09 level in the Federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Working with district subject matter experts to track, respond and address formal and informal Congressional and state-level governmental related inquiries, Government Accountability Office Audits and District relevant Federal Notices; Providing guidance, coordination and facilitation of requested site visits to achieve external affairs program goals; Conducting monthly telephonic conference with DHS counterpart. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Understanding of the components of government and procedures and protocol requirements to manage Flag level correspondence and dignitary visits. Knowledge of U.S. Coast Guard management philosophies and methods, policies and procedures governing the administrative and technical aspects of Headquarters operations to carry out assigned responsibilities and how these policies and procedures impact officer operations, objectives and timing of key events in orchestrating, integrating and synchronizing staff actions, events and activities involving the district. Knowledge of formal and information communications methods and techniques along with skill in oral and written communications to prepare outreach correspondences, reports, and coordinate problem solving efforts to establish and maintain cooperative relationships.
