The Legislative and Technology Policy Analyst works closely with the City CIO and DT Chief of Staff to analyze and develop policies and programs with respect to municipal communications and information technology and perform to variety of complex financial and legislative analyses.

Position Responsibilities

Research and Analysis. Working independently, researches, analyzes, forecasts and makes policy recommendations on unique special projects with significant impact or highly visible public issues including administrative policies, practices, and procedures; responds to informational requests, including those of a highly sensitive nature, and may represent the department to the Mayor's Office, Board of Supervisors, Controller's Office, other city officials, outside agencies and the public.

Grants and Capital Projects. Establishes, administers, monitors, coordinates and acts as liaison regarding application for and management of extremely complex, multiple source capital projects and/or grants; ensures compliance of fund reallocations with funding agency requirements.

Regulatory and Legislative Analysis. Identifies and analyzes highly complex existing, newly enacted and proposed local, state, federal legislation policies and procedures projecting potential impact; effectively presents recommendations; develops and recommends procedures for implementation of enacted legislation; assists state and federal legislative staff in drafting legislation.

Supervision and project management. The Legislative and Technology Policy Analyst will manage projects; train and mentor division staff, particularly on policy issues and procedures; prepare legislation as necessary; and may represent the department at meetings and hearings.

Complex, ad hoc analytical projects. This position will work with the division staff on complex analytical projects as they come up. Applicants will need to be ready to engage deeply on economic and legislative matters.

Actively participate in industry and government associations to advocate project initiatives, learn best practices and industry standards and propose and implement policy and change that improves upon the City's services and ensure compliance.

This position reports to the City CIO and the CIO's Chief of Staff. The position will include ad hoc projects and other duties as assigned.

Job Type:

This Permanent Exempt - Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.

Nature of Work:

Incumbent must be willing to work a 40-hour week as determined by the department. Travel within San Francisco may be required.

The incumbent must be a resident of the State of California or be willing to relocate within 4 weeks of beginning employment with the City and County of San Francisco.

The City and County of San Francisco does not sponsor visas. If you have an F1 student visa, the City will not sponsor the "optional practical training" requirement. All applicants must be able to demonstrate that they are legally able to work in the United States without visa sponsorship by the employer.

Work Location:

Incumbent will conduct the majority of work at the Department of Technology, (1 S Van Ness, Ave San Francisco, CA 94103). However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

This position supports remote work. The incumbent may be permitted to work a hybrid schedule with their supervisor's approval, after which they must work at least two days in the office every week.
