General Description and Classification Standards

Assists with the planning, directing, and coordinating of the budget for the vehicle and equipment maintenance program. Oversees the development and implementation of the accounting systems to include general ledger, accounts receivable, accounts payable, revenue reconciliation, cash flows in accordance with GAAP policies and procedures. Delegates issues of diverse scope where analysis of data requires evaluation of a variety of factors to administrative personnel assigned to the department and provides financial oversight for parts inventory manager.

Supervision Received

  • Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

  • Assists with the operation of the Fleet Services Office; plans, schedules, assigns, and supervises work of the administrative, clerical and parts personnel. Manages multiple accounting groups or more complex function for assigned department(s) overseeing the development and implementation of accounting systems: journal entries, general ledger, accounts receivable, accounts payable, revenue reconciliation, cash flows in accordance with GAAP policies and procedures.
  • Develops and monitors internal procedures and management systems for control and utilization of the purchase of new equipment and designs operational procedures and processes that meet audit standards to improve efficiency.
  • Ensures integrity of data produced in systems and ensures accurate compilation, analysis, and reporting of accounting data and revenue for the acquisition, transfer, and disposal of motor vehicles; insures the proper accountability of motor vehicles, and the managing of the fuel allocation program.
  • Makes budget, planning and policy recommendations; oversees the purchase of supplies and equipment to ensure spending and purchases are within approved budgetary limitations and legal guidelines; participates in long-range planning, capital outlay, improvement projects and annual departmental budget preparation.
  • Participates in annual audits and special projects, work with external consultants or auditors to provide required information and ensure record keeping of historical purposes. Manages the day-to-day administrative operations. Creates operating plans, forecasts, and reporting systems, and manages the budget preparation, submittal, and administration.
  • Manages employees; makes recommendations concerning the hiring, training, discipline, and promotion of employees; plans and implements training, promotes, and ensures safety policies, accurately completes, reviews, and maintains a variety of records, including time sheets, annual leave, sick leave, and accident reports.
  • Establishes internal processes, interprets, and applies organizational policies and provides input into policy and strategy. Communicates effectively and courteously with the public, department heads, employees, and vendors. Serves as acting DPMO in the absence of the DPMO.

Decision Making

  • Makes purchasing or resource allocation decisions within organization guidelines. Applies, interprets, and recommends organizational policies or strategy changes and exceptions. Establishes work methods, timetables, performance standards, etc.

Leadership Provided

  • Has managerial authority over a group of professional employees and/or a group of professional, technical, or administrative employees engaged in a broad function area. Areas of responsibility are typically unique within the department.

Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the

job successfully. It is not an exhaustive list.

  • Extensive knowledge of concepts, processes, and tools of the finance and accounting profession.
  • Knowledge of practices of automotive equipment management; budgeting, purchasing, personnel management and management information systems; relationship of professional disciplines among related organizations and functions.
  • Strong accounting and GAAP knowledge; budget analyst experience is a must, skill in use of computer and other standard business software packages. Skill in leadership and motivation, in identifying operating issues and developing solutions. Strong skills using MS Office, and accounting software, and databases.
  • Ability to: perform research, study, and analyze fleet maintenance issues; to communicate clearly and concisely, both orally and written; to supervise and appraise the work of subordinates; to train others, to build relationships within the organization, to establish and maintain effective working relationships with the public, co-workers, elected and appointed officials.
